329 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Fennel <br />and unanimously carried, the Board authorized the County Manager and County <br />Attorney to pursue the negotiation of an agreement between the Fair Association <br />and the County outlining the future use Of the County's Highway 49 property by <br />the Fair for the two-week County Fair each year. Item B (Sale of existing <br />properties at Highway 601 and Cabarrus Avenue) and Item C (Contract for the <br />development of a "Master Plan" for the Highway 49 property) will be pursued <br />after the Agreement is in place with the Fair. <br /> <br />A~POINTMENTS TO BOARDS AND COMMITTEES <br /> <br />Citizens Construction Overaiaht Co~ittee (3) <br /> <br /> Vice Chairman Fennel nominated Mr. Carl Hill for appointment to the <br />Citizens Construction Oversight Committee. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Fennel <br />and unanimously carried, the Board appointed Mr. Carl Hill by acclamation to <br />the Citizens Construction Oversight Committee. <br /> <br /> Commissioner Carpenter nominated Mr. Ernest M. Macon, Jr. for <br />appointment. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board appointed Mr. Ernest M. Macon, Jr., by <br />acclamation to the Citizens Construction Oversight Committee. <br /> <br />Commissioner Privette nominated Mr. Richard Suggs for appointment. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Fennel <br />and unanimously carried, the Board appointed Mr. Richard Suggs by acclamation <br />to the Citizens Construction Oversight Committee. <br /> <br />Nur~inq Home ¢ou~nuni~¥ Advisory Committee <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed Ms. Marie Pleas to <br />the Nursing Home Communi[y Advisory Committee for a term of three years <br />ending October 31, 2002. Further, the Board appointed Ms. Kristle Griffith <br />to the Nursing Home Community Advisory Committee for an initial term of one <br />year ending October 31, 2000. <br /> <br />Adult Care Home Com~unitv Advisor~ Conunittee <br /> <br /> UPON MOTION of Vice Chairman Fennel, seconded by Commissioner Casper <br />and unanimously carried, the Board appointed Mr. James E. Melvin, II, ~o the <br />Adult Care Home Community Advisory Committee for an initial term of one year <br />ending October 31, 2000. <br /> <br />Economic Development Corooration Board of Directors (1) <br /> <br /> The Board by consensus agreed to table the appointment to the Economic <br />Development Corporation (EDC) Board of Directors until the next meeting. At <br />the request of Vice Chairman Fennel, information will be provided to the <br />Board regarding the restructuring of the EDC Board that occurred in 1998. <br /> <br />INFOPd4An PUBLIC COMMENTS <br /> <br /> Vice Chairman Fennel opened the meeting for Informal Public Comments at <br />9:08 p.m. <br /> <br /> Ms. Betsy Carpenter again asked the Board to consider the licensing of <br />dogs and cats as well as the establishment of an animal advisory committee. <br /> <br /> Stating that Animal Control is under the jurisdiction of Sheriff Robert <br />Canaday, Vice Chairman Fennel advised Ms. Carpenter that the Board will ask <br />Sheriff Canaday for recommendations concerning these issues. The matter will <br />be considered at the Board's upcoming retreat. <br /> <br /> Mr. and Mrs. Charles Sorrow addressed the Board regarding problems <br />associated with the placement of a triple wide mobile home at 2909 Trinity <br />Church Road, Kannapolis. The property is located within the 100-year flood <br />plain, and County flood regulations required that the mobile home be placed <br />at least seven (7) feet above the existing grade. Mrs. Sorrow outlined events <br />concerning the placement of the mobile home, including the County's issuance <br /> <br /> <br />
