DRAFT <br /> <br /> guest(s) with his/her written permission for such discharge <br /> at such time. <br /> (2) By command of a military or law enforcement <br /> officer in the performance of official duty or in the <br /> proper position for firing ceremonial salutes; <br /> (3) At or in a shooting range or gallery operated <br /> by a law enforcement agency or other entity so authorized <br /> by the Board of County Commissioners; <br /> (4) In an area zoned by the Board of County <br /> Commissioners to permit such discharge; <br /> (5) By securing a permit from the Sheriff granting <br /> exemption from this ordinance for special occasions, <br /> authorization for which shall be in the sole and exclusive <br /> discretion of the Sheriff or his express designee. <br /> (b) Nothing in this section shall be construed so as to <br />prohibit any person from discharging any firearm in protection of <br />his/her person, family, guests or property. <br /> (c) Any person violating the provisions of this section <br />shall, upon conviction thereof, be punished in accordance with <br />Section 1-7. <br /> <br /> There was brief discussion regarding the proposed amendment that <br />clarified it would be unlawful to discharge a firearm within a distance of <br />500 yards of any occupied structure except under specified circumstances. <br /> <br /> UPON MOTION of Vice Chairman Fennel, seconded by. Commissioner Casper <br />and unanimously carried, the Board set a public hearing on November 15, 1999, <br />at 6:30 p.m. (or as soon thereafter as persons may be heard) concerning the <br />revised Firearms Ordinance (Section 46-2, Use of Firearms, Code 9~ <br />Ordinances) as submitted by Mr. Hartsell. <br /> <br />CONSENT AGENDA <br /> <br /> Commissioner Carpenter asked that the following items be removed from the <br />Consent Agenda for discussion: Item 3 (Proclamation); Item 7 (Budget <br />Amendment - Vehicle Maintenance Building); Item 8 (Budget Amendment <br />Computer Project); Item 16 (Resolution Honoring Two Cabarrus County Schools); <br />Item 17 (Resolution concerning Piedmont Area MR/MR/SA Authority); and Item 18 <br />(Harrisburg School/Park Land Use Agreement). <br /> <br />Authorization for Emergency Medical Servicea to Submit Cannon <br />Grant Beauest for Automatic Defibrillators fo~ F%rst Responders <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper and <br />unanimously carried, the Board authorized Cabarrus County Emergency Medical <br />Services to submit a proposal to the Cannon Foundation for a grant in the <br />amount of $68~187.00 to be used to purchase one automatic defibrillator for <br />each fire department in the county. <br /> <br />Budoet Amendment - State Public School Funds (Reroo~ino of A. L.
