318 <br /> <br />DRAFT <br /> <br />Proclamation for <br />PORNOGRAPHY~AWARENESS WEEK <br />October 31 - Nove~0er 7, 1999 <br /> <br /> WHEREAS, pornography presents a false and distorted image of human <br />sexuality, devoid of love, commitment and responsibility; and <br /> WHEREAS, pornography leads men into destructive sexual addictions and <br />contributes to the breakup of marriages; and <br /> WHEREAS, much pornography features and promotes sexual violence and <br />other anti-social behavior in an era of increasing sexual violence and an <br />epidemic of sexually transmitted diseases; and <br /> WHEREAS, so-called "adult" pornography is commonly used by pedophiles <br />to desensitize children and break down their resistance to sexual acts; and <br /> WHEREAS, children are increasingly molesting other children in <br />imitation of what they have seen in pornography; and <br /> WHEREAS, there are Federal and state obscenity laws against illegal <br />hardcore pornography to protect public safety, public health, and public <br />morality; and <br /> WHEREAS, these obscenity laws are grounded in contemporary community <br />standards of decency; and <br /> WHEREAS, the United States Supreme Court has held that obscenity is not <br />protected speech under the First Amendmenf, and has said that the State has a <br />right to "maintain a decent society"; and <br /> WHEREAS, Americans throughout this great nation will be participating <br />in Pornography Awareness Week in various ways, including the display of white <br />Ribbons as symbols of community standards of decency and to support the <br />enforcement of obscenity laws. <br /> NOW, THEREFORE, we, the Cabarrus County Board of Commissioners, do <br />hereby proclaim October 31 through November 7, 1999 as PORNOGP~%PHY AWARENESS <br />WEEK in Cabarrus County. <br /> This the 18th day of October, 1999. <br /> <br />_/s/ Arne L. Fennel, Vice Chairman <br />Board of Commissioners <br /> <br /> Commissioner Privette commented on the Proclamation and the sexual <br />exploitation of children. <br /> <br />Contract with Lo~an Systems, Inc. for Indextn= and Regprdin~ Sex-vi~s <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board approved a contract with Logan Systems, <br />Inc. for indexing and recording set, ides for a period of two years through <br />June 30, 2001, at a rate of: (1) Land Records (package price of $2.65 per <br />instrument filed for indexing and recording services); and (2) Financing <br />Statements ($1.35 per instrument for indexing services). <br /> <br />Purchase of Tabulators for Board of Elections and A~pption of Relatpd Bud=at <br />Amen~e~ <br /> <br /> ~PON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board approved the request by the Board of <br />Elections to purchase approximately 25 used tabulators at a cost of $4,000.00 <br />each from counties that have declared these tabulators surplus.
