WORK PROGRAM FOR USE OF STATE APPROPRIATION TO <br /> CENTRALINA COUNCIL OF GOVENRMENTS <br /> TO ASSIST LOCAl, GOVERNMENTS <br /> FY 1999-2000 <br /> <br />1. Maintenance of a regional building permit tracking system involving ten North <br /> Carolina counties located in the greater Charlotte area. All pe[mitting jurisdictions <br /> within these counties participate in this project. Jurisdictions furnish Centralina with <br /> detailed permit information on a monthly basis. Key statistical indicators collected <br /> include: type of permit, location of permit (by Census Tract), and construction value of <br /> development. This data is mapped and analyzed to determine growth patterns and <br /> trends-at the regional, county, and sub-county level. This database was developed to <br /> assist with planning-related projects (e.g., population projections, capital improvement <br /> needs, land development plans, etc.) and is made available to both public and private <br /> sector. A quarterly newsletter is published and distributed to interested parties in the <br /> public and private sectors. <br /> <br />2. Centralina's Data Center maintains a depository library of Census and other <br /> demographic and economic data available for use and distribution to the public and <br /> private sectors. In its role as the Lead Regional Organization and affiliate to the NC <br /> State Data Center, Centralina's Data Center collects and disseminates data from a <br /> variety of sources, including the US Bureau of the Census, North Carolina <br /> Employment Security Commission, NC Department of Public Instruction, US <br /> Department of Labor, NC Department of Revenue, Federal Reserve Board, and other <br /> various state and federal agencies. The data is dispersed through standardized reports <br /> developed by Centralina, and through client-driven specialized reports. The merging of <br /> Centraiina's Data Center and GIS Mapping into an Information Services Division <br /> allows Centralina to respond to the needs of economic development corporations <br /> through the development of customized databases and graphic display of select <br /> statistical indicators. Information Services is also able to respond to private sector <br /> needs through developing statistical profiles of customer-defined market areas (i.e. <br /> radius studies). <br /> <br />3. Funds will be used to conduct quarterly meetings of the region's planning officials. <br /> <br />4. Funds will be used to write HOME Single Family Rehabilitation and/or Community <br /> Development Block Grant applications for member governments. <br /> <br />5. Funds will be used to over see and monitor a series of land use studies along five major <br /> corridors in the Charlotte region. These studies are being developed by the Urban Laud <br /> Institute, a national recognized land use consulting organization. <br /> <br />6. Funds are to be used to conduct a regional conference on the region's increasing <br /> Hispanic population. <br /> <br />7. Funds are to be used to oversee and monitor land use studies along five major corridors <br /> in the Charlotte region. <br /> <br /> <br />
