Memo

Front:

CC:

Date:

Re:

Board of Commissioners
Jonathan B. Marshall, Planning ServicesA''~'t
Frank Clifton, County Manager

12J14/99

Re-survey of County Boundaries

The North Carolina Geodetic Survey Office has notified Cabarrus County that our request for resurvey
of the Cabarrus County beundades will be partially met next year (see attached letter from Rodger
Durham). They propose to complete the survey of the northern County boundary by mapping the
correct Rowan/Cabarrus line and installing new monumentation to mark that line. They have also
indicated that the Mecklenburg/Cabarrus and Union/Cabarrus lines will be resurveyed and corrected as
necessary.

NC General Statute 153A-18a permits the appointment of a special commissioner to help supervise the
survey and marking of the County boundaries. The basic role of the special commissioner is to
consider collected survey and historical data, and to work with representatives of the adjacent counties
to best determine the correct boundary. I have attached a copy of the statute to explain further the
duties of the special commissioner.

I have met with our Tax Administrator, Dawn McHale, and Land Records Manager, Trudi Ashby, and
we are proposing that I ~ named that special commissioner. The three of us would then work with the
NC Geodetic Survey and our counterparts in adjacent counties to accurately determine the county
boundaries. The results of that work will be brought back to the Boards of Commissioners of all
affected counties for their review. The Board of Commissioner must ratify the survey and maps of that
survey recorded with the Register of Deeds in each affected county for it to become official.

If you have any questions concerning this please feel free to contact Dawn McHale or me.

· Page 1
