Morgan

Dawn S. McHale, Tax Administrator
-- Cabarrus County Governmental Center
P.O. Box 707
Concord, NC 28026-0707

Re: Resurveys of Cabarms County Lines per N.C.G.S. 153A-18a

Dear Ms. McHale:

Thank Jonathan Marshall, Trudi Asbh¥, and you for meeting with me on September 28, 1999, regarding the
resurveys of Cabarrus County lines per N.C. General Statute 153A-18a. Currently, the Cabarrus / Rowan and
Cabarms / Mecklenburg County line segments are sixth and seventh respectively in the queue to be resurveyed.
The Cabarms / Rowan County line is straight between known and recognized end points. I need you, though, to
rank order the various road crossings along this line as it is likely that NCGS will not have the funds to do all the
crossings. Number one ranked road crossings will be given highest priority for monumenting; number three's
the lowest.

On November 3d and 4% I and another NCGS staff member searched for, recovered, and positioned the end
points in the Cabarrus / Mecklenburg Co. line segment. At the southeast end common with Union County we
found a large chiseled stone on the property of Clear Creek Scout Camp. At the northwest end we positioned the
confluence of the East and West Forks of Rocky River. We are in touch with the surveying finns of
Yarborough-Williams & Associates and with ESP Associates. As you are aware, both companies have done
recent surveys along the county line. I will begin this winter to research the county line segment with the
intention of releasing the resurvey contract by next summer or fall.

Later this year or early next I shall call to update you on progress with the resurveys. Meanwhile, you and your
counterparts in adjoining counties can help by: (1) obtaining letters of appointment from your respective county
commissioners as the county's official representative to.resolve county boundaries per the statute, (2) collecting
historical, recorded, and oral documentation for locating the various lines, (3) identifying the property owners
(names, addresses, and telephone numbers, if available) of land at the end points and angle points along the
various lines, and (4) contacting your counterparts in adjoining counties and establishing amicable and open
lines of communication with them. Please send me a copy of your appointment letter.

-- In Rowan County your counterpart is likely to be Mr. Donald J. Conner, Director of Environmental Services (tel.
704-638-3078). Ms. Barbara Gallimore is the Senior Cartographer under Mr. CoImer and will be working with
Ms. Ashby in any records search. In Mecklenburg County it appears that Mr. John C. Petoskey, Tax
Administrator (tel. 704-336-2976), will be appointed the special commissioner for county boundaries but that
121 West Jones Street · Raleigh, NC 27603-1334
Telephone: (919) 733-3836 · Fax: (919) 732 {{07
