BOARD OF COMMISSIONERS <br />Monday, December 20, 1999 <br /> <br />Slal'l' [Js¢ ()nly: <br /> Approxcd: <br /> <br /> IJcnicd: <br /> 'fabled: <br /> <br />Street Analysis: <br /> <br />Local residential and residential collector roads are proposed for the <br />subdivision ranging between 40 and 50 foot rights-of-way. <br /> <br />Adequate Public Facilities Comments: <br /> <br />NOTE: COMMENTS FROM SOME OF THE FOLLOWING AGENCIES WERE NOT <br />AVAILABLE AT THE TIME THIS STAFF REPORT WAS MAILED TO COMMISSION <br />MEMBERS. COMMENTS RECEIVED WILL BE DISTRI~IUTED AT THE 11/18/99 MEETING. <br /> <br />Note: The following comments were submitted by the referenced departments/agencies and pertain to <br />whether or not the services/facilities that each department provides are adequate to meet the demands of <br />the proposed development. <br /> <br />A preliminary OK from the following departments/agencies shouM in no way be construed as final <br />approval for a service or facility. <br /> <br />Water/Sewer Provider: City of Concord, Tim Lowder - Water capacity is adequate. <br /> <br />Emergency Services: Dennis Mauney and Greg Walters - No comments <br /> <br />EMS: Ron Harwood - No comments <br /> <br />Erosion Control: Tony Johnson - Erosion Control Plan must be approved prior to land disturbance. <br /> <br />NCDOT: Joe Wilson - Traffic Impact Analysis has been received and being reviewed. <br /> <br />School District: Robert Kluttz- See attached and below. <br /> <br />Sheriff's Dept: Phil Patterson - No comments <br /> <br />Soil Conservation: Dennis Testerman - No comments <br /> <br />WSACC: Mark Lomax - Sewer capacity is adequate. <br /> <br />Zoning and Subdivision Regulation: Mike Downs and Jonathan Marshall - Issues have been addressed. <br /> <br />Conclusions: Duane Bennett has submitted a preliminary plat for approval by the <br /> Cabarrus County Planning and Zoning Commission. The subdivision is <br /> residential in nature consisting orS01 lots with multiple phases. <br /> <br />Access to the subdivision will be achieved via Pharr Mill Road with three <br />entrances into the subdivision. Adequate active and passive recreational and <br />open areas are provided for the entire subdivision. Preliminary <br />Homeowners Association documentation has been submitted addressing <br />maintenance responsibility within said areas. <br /> <br />NCDOT is currently reviewing a traffic impact analysis for the subdivision. <br />Staff will like to make a condition that adequate turn lanes be constructed <br /> <br /> o1'3 <br />Cantcrt'ickl l':states <br /> <br /> <br />
