Cabarrus County Convention and Visitors Bureau
2391 Dale Earnhardt Blvd. · Kannapolis, NC 28083

FAX: 704.782.4333 £M~IL: info(~cabarruscvb.com
PHONE: 704.782.4340 · 800.848.3740
www. c abarruscvb corn

November 30, 1999

The Honorable Jeff Barnhart
Chairman
Cabarrus County Commission
P.O. Box 707
Concord, NC 28026-0707

Dear Chairman Barnhart:

The Cabarrus County Tourism Authority Board of Directors, in accordance with the 1989 enabling
legislation and the 1999 amendments, is recommending the following appointments to the Tourism
Authority Board:

The Tourism Authority unanimously recommends Joe Phelps re-appointment for another term to
Seat #2. Mr. Phelps representation of Lowe's Motor Speedway and his background in the hotel
and tourism industry makes him a valuable board member. In accordance with the policy to provide
the County Commission with three names, we would also recommend to you the names of Jay
Howard (Jay Howard Events) and Emily G. Marchant (RCCC-Hospitality Department).

The Tourism Authority also supports the recommendations of the Cabarrus Regional Chamber of
Commerce to re-appoint Jeff Austin to Seat # 3. Mr. Austin and Atlantic Amedcan Properties have
been strong supporters of the Tourism Authority since it's inception. The board is also comfortable
with the Chamber's alternate candidates, Phyllis Beaver and Aubie Cook.

The Tourism Authority would also like to recommend that John Dysart be re-appointed and retain
Seat #1, the At-Large seat. Mr. Dysart has been a most active board member and an asset to the
board. He has served as a knowledgeable tourism industry representative. As our county's only
NC State Historic Site we feel he brings significant state involvement to our board as well. The
Tourism Authority would like to see an exception to the two-term guideline for Mr. Dysart.
Additional names the Tourism Authority Board feels should be considered for this position are
Emily (3. Marchant and Jay Howard.

The Tourism Authority Board feels confident that these recommendations, and the existing board
members, comprise a diverse and knowledgeable makeup that serves the citizens of Cabarrus
County by g~uiding the dynamic growth of our tourism industry.

Thank you for your consideration of these requests. Please contact me if you have any questions.

Steven M. Propst, Chairman
Cabarrus County Tourism Authority

Copy: Frank Clifton, County Manager
