Memo <br /> <br />To: Board of Commissioners <br />From: John D. Day, Deputy County Manager <br />Date: November 12, 1999 <br />Re: Biannual Compensation Study <br /> <br />On March 21, 1994, the Board of Commissioners adopted a new Personnel Management <br />Program (minutes attached for your information). One of the many elements of the <br />program is a biannual salary study prepared by an outside consultant. The study is to be <br />conducted in the first half o f the fiscal year and the recommended and approved salary <br />schedule changes are to be implemented in the first full pay period in the following <br />January. <br /> <br />This year's study was prepared by The Scott Group Human Resource Management <br />Company in Burlington, North Carolina. The study included a salary survey of 46 <br />classes of positions. Twelve local governments were surveyed, as well as NorthEast <br />Medical Center and regional private sector organizations. <br /> <br />Based on the data collected, The Scott Group recommended leaving 30 of the 46 classes <br />surveyed unchanged. Clearly, this is an indication of the success of the Personnel <br />Management Program. Through previous biannual survey-based adjustments and annual <br />consumer price index-based adjustments, the salary schedule has remained largely <br />competitive. <br /> <br />Fifteen of the 46 classes surveyed were found to be below the market average <br />significantly enough to warrant allocation to higher salary grades. One class was <br />recommended for allocation to a lower grade (this class, Food Service Supervisor, is no <br />longer used). <br /> <br />The Scott Group has also recommended allocating 7 additional classes of positions to <br />higher salary grades to preserve internal equity ("equal pay for equal work"). <br /> <br />The cost to ~e Scott Group's recommendations for the second half of the <br />fiscal year/~39,104, i~/luding benefits.
