GENERAL INFORMATION

The Scott Group was contracted to conduct a comprehensive salary survey of selected
positions, and to make salary grade recommendations based on the findings. Meetings
were held with the Human Resource Director and other staff to determine the survey
group and to discuss the methodology to be employed in making the
recommendations.

SURVEY GROUP

Alamance County
Catawba County
Forsyth County
Iredell County
New Hanover County
City of Concord
Northeast Medical Center

Buncombe County
Durham County
Gaston County
Mecklenburg County
Union County
City of Kannapolis
Regional Private Sector

information was provided by Cabarrus County that included job descriptions and current
salary information. Certain positions were selected to complete a position description
questionnaire, because their current description was not consistent with duties
performed, and/or no existing description was available.

A salary survey instrument was prepared that outlined duties performed and submitted
to the survey group for completion (see attached). Other information was provided by
the survey group that included job descriptions, pay procedures and other related
compensation data. Follow-up contact was made to the survey group to ascertain
further compensation information and to discuss the validity of positions compared.
