heavy equipment operation. Primary comparisons were made with local private sector
organizations. No change in grade is recommended.

Permit Clerk - Response was high and a high level of confidence in comparability was
found. Many organizations have recently upgraded this position due to the increase in
construction and the position's role in meeting this demand. Based on survey
information and anticipated market trends, a one-grade increase, to grade 61, is
recommended.

Weatherization Mechanic - Response was very limited due to the specialization of the
position. Further information from our current salary library was referenced and
comparables were made with semi-skilled to skilled level maintenance work. Based on
this data, a one-grade increase, to grade 62, is recommended.

Accounting Technician - Response was high and a high level of confidence in
comparability was found. Extensive follow-up was conducted on this position to verify
comparability. No change in grade is recommended

Administrative Secretary - Response was high and a high level of confidence in
comparability was found. Extensive follow-up was conducted on this position to verify
comparability. Based on survey data, the position is approximately 7% above the
survey group which would target it for a grade reduction, however, because of state
mandated rules regarding "vertical grade relationships" of certain classes, a reduction in
the grade of this class would require a grade reduction to the entire clerical job-family.
Other clerical classes in the survey were not found in the same labor market condition.
Thus, no change in grade is recommended.

Veterans Service Officer - Response was high and a moderate level of comparability
was found. Some organizations interpret veteran's service as a support job and rely on
the regional VA offices to provide benefit interpretation and analysis; while others
choose to provide this service locally. The latter usually employ individuals with human
service experience and/or training. In consideration of these differences and the survey
data, a two-grade increase is recommended to grade 64.

Custodial Supervisor - Comparables were limited primarily because many
organizations in the survey group have outsourced this function. Emphasis was placed
on local data and municipalities in the area. No change in grade is recommended.

GIS Mapper - Response was high and a high level of confidence in comparability was
found. Extensive follow-up was conducted on this position to verify comparability.
Positions in GIS operation are currently in high demand and it is anticipated that the
market will increase in the short term. Based on survey data and anticipated market
increases, a two-grade increase, to grade 65 is recommended.
