POSITION NARRATIVES

Community Social Services Assistant - This class has a high confidence level with
regard to comparability due to the universal job description. Theoretically, all positions
subject to the State Personnel Act (positions in Social Services, Health and Mental
Health organizations) employ an universal job description and are subject to consistent
classification criteria. The survey indicated the position to be approximately 5% below
the market. Closer scrutiny reveals the position to be competitive in the actual
recruitment area. Also, recruitment and retention records suggest the position to be
competitively compensated. No change in grade is recommended.

Gymnasium Supervisor - Comparables were very limited and those found do not
have a high confidence level of comparability. Primarily based on private sector data,
one comparison reported for Mecklenburg County, the position is recommended for a
one-grade increase to salary grade 54.

Custodian - Comparables were limited primarily because many organizations in the
survey group have outsourced this function. Emphasis was placed on local data and
municipalities in the area. No change in grade is recommended.

Landfill Gate Attendant - Response was high in the survey, however confidence in
comparability is Iow due to the varying job descriptions indicated. Some attendants had
additional duties that included weigh station functions and some were responsible for
remote site maintenance. Based on the survey and allowing for variances in
comparable job descriptions, a one-grade increase to grade 56 is recommended.

Food Service Cook -Response was high and a high level of confidence in
comparability was found. No change in grade is recommended.

Mail Clerk/Courier - Response was high and a high level of confidence in comparability
was found. No change in grade is recommended

Word Processor III ~ Response was high and a high level of confidence in
comparability was found. This position is also subject to SPA criteria, which further
validates comparability. No change in grade is recommended.

Deputy Register of Deeds - Response was high and a high level of confidence in
comparability was found. No change in grade is recommended

Deputy Tax Collector - Response was high and a moderate level of confidence in
comparability was found. Primary differences included computer system variances and
varying degrees of involvement with delinquent taxes. No change in grade is
recommended.

Heavy Equipment Operator- Response was moderate because many organizations
have implemented alternative solid waste management practices that do not require
