333 <br /> <br />DRAFT <br /> <br />Reservoir {Black Run Creek Reservoir) to the Water and Sewer Authority of <br />Cabarrus County (WSACC) for operation and use in addressing the utility needs <br />of Cabarrus County. <br /> <br /> Mr. John C. Murdock, III, Executive Director of WSACC, gave a brief <br />overview of the history of WSACC since its formation in 1992. He reviewed <br />the status of current construction projects and the current Capital <br />Improvement Program - Twenty Year Plan. Further, Mr. Murdock addressed the <br />construction of public water and sewer facilities and their impact on <br />development in Cabarrus County. He discussed issues relating to land use, <br />· schools, growth management and commercial/industrial development. Finally, <br />Mr. Murdock stated the need to begin plans now to provide future sources of <br />water for the County, including the purchase of treated and/or raw water from <br />adjacent counties. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board agreed that the County would transfer its <br />one-half ownership in the Black Run Creek Reservoir and its ownership of Lake <br />Concord to the Water and Sewer Authority of Cabarrus County and asked the <br />County Attorney to expedite legal matters relating to the transfers. <br /> <br />GROWTH F~%NAGEMENT ISSUES <br /> <br />Flood Plain Man&q~ment <br /> <br /> Mr. Hartsell presented a timeline and a summary of expenses relative to <br />the claim made by Mr. and Mrs. James C. Sorrow that they had incurred <br />additional expense in the placement of their mobile home due to the <br />negligence of County staff in issuing a zoning permit to them.
