334 <br /> <br />DRAFT <br /> <br /> Mr. Hartsell explained that the potential add-on cost for raising the <br />mobile home from three feet to seven feet ranged from $1,500.00 to $2,500.00. <br />He pointed out that the masonry expense could be eliminated with the granting <br />of a variance for ithe masonry underpinning. The property has now been <br />annexed into the City of Kannapolis; however, the City has requested that the <br />County handle the variance issue. <br /> <br /> Mr. Clifton advised that the 15 loads of soil brought onto the site <br />were in violation of the County's Flood Damage Prevention Ordinance. <br /> <br /> UPON NOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board directed that the County Attorney draft <br />correspondence to Mr. and Mrs. James C. Sorrow stating the Board is <br />authorizing payment of $2,500.00 for the items listed involving the raising <br />of the mobile home from three feet to seven feet and that the Board is <br />recommending that the Cabarrus County Planning and Zoning Commission waive <br />the masonry requirement for skirting the mobile home. Further, the Board <br />recommended the waiver of the County's Flood Damage Prevention Ordinance <br />relative to the fill material that has been deposited on the site. The <br />action will be subject to the execution of a Release of All Claims by Mr. and <br /> <br /> Mr. Marshall presented a map showing flood plains in Cabarrus County. <br />There was discussion regarding construction in flood plains and the <br />possibility of limiting future development within the 100-year flood plain as <br />well as the possibility of shifting development to areas that do not flood. <br />Staff will pursue this issue and bring suggestions to the Board at a later <br />date. <br /> <br />Stormwater Requlatlons <br /> <br /> Mr. Marshall briefly discussed the future implementation of Phase II <br />stormwater regulations within the county. Better topographic mapping will be <br />required for the entire county to show the two and five-foot contours. There <br />is a possibility that the City of Concord and WSACC will participate in the <br />costs for the aerial photography project for the county. Staff will provide <br />additional cost information as well as a list of potential providers. <br /> <br />Erosion Control <br /> <br /> Mr. Tony Johnson, Erosion Control Specialist, presented the proposed <br />amended and restated Soil Erosion and Sedimentation Control Ordinance. The <br />proposed amendment incorporates changes to State law that were effective <br />October 1, 1999. <br /> <br /> The proposed Ordinance will be on the December 20~ agenda for a public <br />hearing and consideration for adoption by the Board. <br /> <br />Unified Develonment Ordinance <br /> <br /> Mr. Marshall distributed copies of the ~draft" Unified Development <br />Ordinance (UNO} for the municipalities and the County to the Board. Work <br />sessions will be scheduled to review the various sections of the proposed <br />ordinance. <br /> <br />Residential Density Impacts <br /> <br /> Mr. Marshall reviewed Medium Density Development in the County, <br />including the estimated units in the Midland, Central Cabarrus, Harrisburg <br />and West Cabarrus areas along with the estimated number of students that <br />could be generated by that development. Staff uses .6 students per household <br />in calculating the number of students and is working with school staff in <br />redoing the numbers for those areas. <br /> <br /> There was brief discussion regarding the need for future guidelines to <br />deal with the issue of managing residential development densities as well as <br />possible legislative authority to allow the implementation of impact fees. <br /> <br />Recess of Meetinq <br /> <br /> Chairman Barnhart recessed the meeting at 10:00 p.m. until 12:30 p.m. <br />on Saturday, November 13, 1999, in the Auditorium at the Cabarrus County <br />Library (Cannon Memorial Branch). <br /> <br />Clerk to the Board <br /> <br /> <br />
