Letter of Agreement, Cabarrus County <br />February 10, 1998 <br />Page 2 <br /> <br />Although our selection of programming is not subject to regulation by the franchise <br />authorities within the communities we serve, I assure you that it is our intent to continue <br />to provide locally produced cable programming as we have over the first term of our <br />franchise agreement with Cabarms County. <br /> <br />It is also our local policy to provide cable television service to all residences within 300 <br />feet of existing aerial or underground cable plant at the prevailing, published standard <br />installation fee in effect. This policy is much more liberal than the 150 foot standard drop <br />length approved by our Company on a nationwide basis and published in our franchise <br />agreements. <br /> <br />We are currently revising our Construction Manual which is referred to in the Franchise <br />Agreement. Upon completion of this project we will provide the County with a copy of <br />the updated version. <br /> <br />The Federal Communications Commission is the promulgator of rules regarding the <br />Emergency Alert system referred to in the franchise.
