H. Standby Power. Franchisee shall provide standby power-generating <br />capacity at the headend. Franchisee shall maintain standby power system supplies, <br />rated for at least three (3) hours duration at all optical node locations throughout the <br />distribution network and for twenty-four (24) hours at the headend. <br /> <br /> I. Parental Control Feature. Franchisee shall provide to subscribers, <br />upon request, a converter box with a parental control feature that allows any channel or <br />channels to be locked out. Such converter box with a parental control feature shall <br />block both the video and the audio portion of such channels to the extent that both are <br />unintelligible. Upon the request of any customer, Franchisee shall block the video and <br />audio portions of all primarily adult programming services to that customer. <br />Franchisee may utilize the option of channel-specific traps. <br /> <br /> J. Minimum Interference. All transmission lines, equipment, and <br />structures shall be installed and located so as to cause minimum interference with the <br />rights and reasonable convenience of property owners and at all times kept and <br />maintained in a safe and adequate condition, and in good order and repair. Franchisee <br />shall, at all times, employ necessary and reasonable care and shall install and maintain <br />in use commonly accepted methods and devices for preventing failures and accidents <br />which are likely to cause damage, injury, or nuisances to the public. Suitable <br />barricades, flags, lights, flares, or other devices shall be used at such times and places <br />as are reasonably required for the safety of all members of the public. <br /> <br /> K. Performance Testing. Franchisee shall perform all system tests and <br />maintenance procedures as required by the FCC and this Franchise and the Ordinance. <br /> <br /> L. Technical Standards. The Cable Television System permitted to be <br />operated hereunder shall be installed and operated in conformance with the Ordinance, <br />this Franchise Agreement, and FCC rules and regulations. To the extent permitted by <br />law, any FCC technical standards or guidelines related to the Cable Television System <br />and facilities shall be deemed to be regulations under this Franchise Agreement. At <br />such time as the FCC does not regulate technical standards, Franchisee will continue to <br />comply with the FCC standards which were effective prior to such discontinuance of <br />regulation by the FCC. <br /> <br /> M. Notice of Shutdown. Except in an emergency, or the cut-over to the <br />rebuilt system, Franchisee shall use good faith efforts to (1) to do maintenance <br />requiring planned shut downs between midnight and 6 a.m. and (2) to give reasonable <br />advance notice during other periods. <br /> <br /> N. Employee Identification. Franchisee shall provide a standard <br />identification document to all employees, including employees of subcontractors, who <br />will be in contact with the public. Such documents shall include a telephone number <br />that can be used to verify identification. In addition, Franchisee shall use its best <br />efforts to clearly identify all field personnel, vehicles, and other major equipment that <br /> <br />6 <br /> <br /> <br />
