are operating under the authority of Franchisee. <br /> <br /> O. Stereo. Upon completion of the rebuild, the system will have the <br />capability and shall pass Broadcast Television Systems Committee (BTSC) stereo <br />signals for those broadcast, satellite, and locally originated services which transmit <br />them <br /> <br />X. CONSTRUCTION <br /> <br /> A. System Design Review. The County shall have the authority to review <br />and comment on the technical design plans to assure that the system design meets the <br />requirements of this Franchise, and the Ordinance. Franchisee shall provide the <br />engineering design maps; key map for design maps; and contact engineer who will be <br />available to discuss project details. The County shall review and offer any comments <br />or indicate any areas of non-compliance on the system design within forty-five (45) <br />days of receipt of the design information specified herein. The Franchisee shall <br />consider in good faith any comments or notices of non-compliance from the County. <br />The County shall treat the information so provided to the County as confidential and <br />proprietary_provided, however, that each map, document, or other publication shall be <br />plainly marked, "CONFIDENTIAL AND PROPRIETARY BUSINESS <br />INFORMATION OF TIME-WARNER ENTERTAINMENT-ADVANCE <br />NEWHOUSE." <br /> <br /> B. Right of Inspection. The County shall have the right to inspect any <br />construction and installation work performed subject to the provisions of this Franchise <br />Agreement, and shall make such tests as it shall find necessary to ensure compliance <br />with the terms of this Agreement and other pertinent provisions of the law over which <br />the County has jurisdiction. <br /> <br /> C. Construction Manual. Franchisee shall construct the system in <br />accordance with Franchisee's construction manual. The construction manual may be <br />amended from time to time so long as the standards are in accordance with accepted, <br />good quality engineering practices used by the cable communications industry and <br />comply with relevant law and regulation. <br /> <br /> D. Conversion. Subscribers shall not be charged by Franchisee for <br />conversion from the existing system to the new system. In the event that special <br />additional or customized equipment is requested by any subscriber or is required to <br />provide service to any subscriber, Franchisee may charge the subscriber for such <br />equipment. Concurrently with the start of the rebuild construction project, Franchisee <br />will issue information to the local media advising that Franchisee will be notifying <br />subscribers of the project schedule section by section. Additionally, Franchisee shall <br />notify in advance the subscribers in the area due to be cut over of the impending <br />conversion. <br /> <br /> <br />
