479 <br /> <br /> Ms. Ann Laukaitis, Chair of the Community Child Protection Team, presented <br />the Team's Annual Report for 1997 in compliance with North Carolina General <br />Statute 143-576.1. She gave a brief overview of the purpose of the Team, its <br />1997 accomplishments and goals for 1998. The written report is on file in the <br />office of the County Manager. <br /> <br />Presentation of Re~ort on the Child Advocac~ Center at NorthEast Medical Center - <br />Ms. Cindi Fink <br /> <br /> MS. Cindi Fink gave a brief overview of the Child Advocacy Center functions. <br /> <br /> Mr. Chris Ragsdale, Coordinator for the Center, outlined the multi- <br />disciplinary team approach at the Center. <br /> <br /> Dr. David Lockhart commented on the cooperative efforts by the various <br />agencies in the county is dealing with child abuse investigations. <br /> <br />Solid Waste Collection and Disposal Franchise A~reement - Public Hearin~ - 6~30 <br />P.M. (or as soon thereafter as ~ersona may be heard) <br /> <br /> Mr. John Day, Deputy County Manager for Operations, gave a brief overview <br />of the proposed solid waste collection and disposal franchise agreement with HFI. <br /> <br /> At 7:15 P.M., Chairman Casper opened the public hearing on the proposed <br />solid waste collection and disposal franchise agreement with BFI and asked if <br />anyone wished to address the Board regarding this proposed agreement. <br /> <br /> The Notice of Public Hearing was published in THE INDEPENDENT TRIBUNE and <br />THE CHARLOTTE OBSERVER (Cabarrus Neighbors) On January 8, 1998. <br /> <br /> Mr. Rick Thomas, resident of 8215 Craighead Road, Harrisburg, questioned the <br />process for the selection of BFI as the vendor. He complained about the service <br />provided by BFI and stated he wants full service pick up. <br /> <br /> Ms. Patsy Price, resident of Stallings Glen Subdivision, complained that BFI <br />did not pick up the extra paper at christmas. <br /> <br /> Mr. Tim Drys of 3755 Highway 73 East, Concord, questioned the price for <br />commercial dumpster service. <br /> <br /> Ms. Sandy Thomas of 8215 Craighead Road, Harrisburg, stated in her opinion <br />residents should be able to select their own refuse collector. <br /> <br /> There was no one else who wished to address the Board, and Chairman Casper <br />closed the public hearing at 7:25 P.M. <br /> <br /> Ms. Linda Ashendorf of HFI responded to the questions and concerns raised <br />during the public hearing. She advised that the new agreement provided for a <br />second residential cart at a cost of $7.50 per month and for the pick up of bulky <br />waste once per week. <br /> <br /> There was brief discussion regarding the possibility of curbside recycling <br />at a cost of $2.48 per month. The Board will make a decision whether to impose <br />system wide recycling after the completion of a survey on recycling. <br /> <br /> UPONMOTION of Conumissioner Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the Solid Waste collection and Disposal <br />Franchise Agreement between Cabarrus County and HFI Waste Systems of North <br />America, Inc. for a term of five (5} years from January l, 1998 through December <br />31, 2002.
