There was no present to address the Board, and Chairman Casper <br />closed the public hearing. <br /> <br /> The Public Hearing Notice was published in THE INDEPENDENT TRIBUNE on <br />January 7, 1998. <br /> <br /> Mr. Bennett recommended the acceptance of the low bid from First Charter <br />National Bank at the interest rate of 4.03 percent for a term of five years. He <br />pointed out that BB&T also submitted a bid of 4.03 percent; however, the <br />amortization schedule provided by BB&T was about $4,600.00 m~re interest over the <br />life of the loan. <br /> <br /> %~K)N ~K)TION of Cocamissioner Barnhart, seconded by co~nissioner Carpenter and <br />unanimously carried, the Board accepted the low bid from First Charter National <br />Bank at an interest rate of 4.03 percent for five years for the financing of <br />$3,100,000.00 for the 800 MHZ radio communications project and the new computer <br />hardware and software and authorized Mr. Blair Bennett, Deputy County Manager for <br />Administration, to proceed with closing the loan. <br /> <br />Road Name Change- Brick Park Place to Bill McGee Road- Public Hearinq - 7:00 P.M. <br /> <br /> At 7:40 P.M., Chairman Casper opened the public hearing concerning the <br />renaming of Brick Park Place to Bill McGee Road (Petition 97-05) and asked if <br />anyone wished to address the Board regarding the proposed road name change. <br />There was no one present who wished to speak regarding the issue, and Chairman <br />Casper closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the following road name change (Petition <br />97-05): Brick Park Place to Bill McGee Road. <br /> <br />INFORMAL pUBLIC COM~4ENTS <br /> <br /> With the consensus of the Board, Chairman Casper recognized Mr. Andy Yates <br />for comments at this time. <br /> <br /> Mr. Andy Yates, Senior at Central Cabarrus High School, spoke in support of <br />the referendum on February 24 concerning the levy of an additional one cent sales <br />and use tax and a one percent real property transfer tax to fund school <br />facilities. He invited the public to visit the schools to view first hand the <br />overcrowding, lack of educational tools and outdated research materials. <br /> <br />Amendments to the Cabarrus County subdivision Regulations - public Bearinq -7:00 <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, presented Petition 97- <br />06(S) which included three amendments to the Cabarrus County Subdivision <br />Regulations relative to Sedimentation Pollution Control (Section 66-72 ), <br />Reservation of School Sites (Section 66-80) and Adequate Public Facilities <br />Standards (Section 66-81). He added the words "will be" in the second sentence <br />of Section 66-80 for the sentence to read aa follows "...the Board of Education <br />will be notified." The Planning and Zoning Commission voted 9 to 0 in December <br />to approve the Petition. <br /> <br /> At 7:50 P.M., Chairman Casper opened the public hearing for Petition 97- <br />06(S) and asked if anyone wished to address the Board regarding the proposed <br />amendment s. <br /> <br /> Mr. Jim Scarbrough, Attorney representing the Homebuilders Association, <br />questioned consideration of the proposed adequate public facilities standards <br />(Section 66-81) prior to the preparation of the unified developmeet ordinance <br /> <br /> <br />
