Resolution 1998-09 <br /> <br />North Carolina <br />Cabarrus County <br /> <br /> RESOLUTION OF THE BOARD OF <br /> COUNTY COMMISSIONERS OF CABARRUS COUNTY <br /> SUPPORTING THE DESIGNATION OF THE <br />CABARRUS COUNTY DEPARTMENT OF AGING AS AN <br />INDEPENDENT CONTRACTING AGENCY OF THE <br />NORTH CAROLINA DEPARTMENT OF COMMERCE; <br />ENERGY DMSION <br /> <br /> WHEREAS, the Cabarrus County Department of Aging has continuously operated an <br />efficient Weatherization Assistance Program since 1985; and <br /> <br /> WI:IEREAS, the Cabarms County Weatherization Assistance Program consistently ranks <br />as one of the best programs in North Carolina; and <br /> <br /> WHEREAS, the Cabarrus County Weatherization Assistance Program received the 1997 <br />National Association of Counties Achievement Award for being one of the most efficient and <br />innovative programs in the United States; and <br /> <br /> WHEREAS, the Cabarrus County Weatherization Assistance Program received a <br />commendation fi.om the North Carolina Division of Aging / Area Agency on Aging; and <br /> <br /> WHEREAS, the Cabarrus County Department of Aging has proven to be a leader in the <br />field of Weatherization Assistance both by the quality and quantity of services provided to the <br />citizens of Cabarrus County, North Carolina; and <br /> <br /> WHEREAS, the North Carolina Department of Commerce - Energy Divisions' <br />consolidation plan that reduces the Cabarrus County Department of Aging Weatherization <br />Assistance Program to a sub-contractor under the Salisbury-Rowan Community Service Council, <br />has reduced the funding for services in Cabarrus County, hindered communications between the <br />North Carolina Division of Energy, increased the responsibilities of the Cabarms County <br />Department of Aging Weatherization Assistance Program while reducing the authority to operate <br />the program; in effect reducing the level of services provided to the citizens of Cabarrus County <br />North Carolina; and <br /> <br /> WYIF~REAS, the North Carolina Department of Commerce Energy Division has failed to <br />reduce the administrative cost of this program, still monitors the Cabarrus County Department of <br />Aging Weatherization Assistance Program directly and has not been able to satisfactorily explain <br />the benefits of this consolidation plan structure and has acknowledged that possible restructuring <br />of this program is currently being considered. <br /> <br /> <br />
