Box 707 <br />Concord, N.C. 28026-0707 <br /> <br />WSACC <br />WATER & SEWER AUTHORITY OF CAIIARRUS CO. <br /> <br />SUBJECT: ILLEGAL CLEARING OF TREES <br /> CODDLE CREEK RESERVOIR PRESERVED BUFFER AREA <br /> <br />Dear Mr. Clifton: <br /> <br /> Within the past three months, there have been two known occurrences of individuals <br />cutting timber and clearing vegetation in the preserved buffer area surrounding the Coddle <br />Creek Reservoir, <br /> <br /> The first occurrence was discovered on October 14, 1997 in the Johnson Road area on <br />the western side of the reservoir. The second occurrence was discovered December 3 on the <br />western side of the reservoir just north of the Highway 136 bridge. Both events were <br />inspected by HDR to assess the number and types of trees involved. All correspondence in <br />our files is attached for your reference. <br /> <br /> Recommendations were made in my letter dated October 28, 1997 to mitigate the first <br />occurrence and prevent similar future actions. As I stated in my letter, these recommendations <br />are to be considered as the absolute minimum needed. There are two areas now that need to <br />be mitigated to original condition. Additionall}t~ I recommend that Cabarrus County establish <br />a formal polic.~ concerning addmonal protection for the reservoir in the form of a fine <br />s?ucture. All property owners need to be informed b~ letter of the policy and then held <br />accountable thereafter. <br /> <br /> Protection of the buffer area is essential to protecting the water qua/ity and the <br />investment in the reservoir.
