CANADAY <br />February 26, 1998 <br /> <br />SUBJECT: CRIMINAL JUSTICE PARTNERSHIP <br /> <br />As part of the North Carolina Structured Sentencing laws the North Carolina General <br />Assembly enacted provisions found in General Statutes 143B-273.1 - 143B-273.19 titled <br />North Carolina State-County Crimiual Justice Partnership Act (copy attached). <br /> <br />In summary this act set up funding for each county to develop programs to accomplish <br />any cf the following goals: <br /> <br />i. Reduce recidivism <br />2. Reduce the number of probation revocations <br />3. Reduce alcoholism and other drug dependencies among offenders, and <br />4. Reduce the cost to the State and the counties of incarceration <br /> <br />It is my understanding that Cabarrus County has approximately $126,000.00 in funds <br />available for setting up a local program. These funds are available each year based on <br />the funding formula found in the statutes. <br /> <br />We have met with the majority of the criminal justice agency heads in Cabarrus County <br />and discussed the need for additional Mental Health programming for the chemically <br />dependent probationer in Cabarrus County. The current staffing at Mental Health is not <br />sufficient to meet the demand in a timely manner. <br /> <br />We are requesting the Board of County Commissioners to consider taking the first step in <br />soliciting the available funding, which is to appoint a County Crhninal Justice <br />Partnership Advisory Board as set out in General Statute 143B-273.10. <br /> <br />P.O.
