Betty Love Eskridge and Hardis Harley. are requesting their properties be <br />rezoned from Low Density Residential (LDR) to General Industrial - Special Use (GI-SU). The <br />applicants have requested this rezoning for the purpose of locating a construction and demolition <br />(C&D) debris landfill and recycling materials drop-off center. <br /> <br />Note: Griffin Brothers, lnc.,(GBI) is currently under contract to buy the properties from Ms. <br />Eskridge and Mr. Hatley pending rezoning approval. GBI will be the owner and operator of the <br />landfill and re~. cling center. <br /> <br />Note: From here on, the three parcels involved in this rezoning will collectively be referred to a <br />the "property" and Griffin Brothers, Inc., will be referred to as the "applicant." <br /> <br />The property proposed for rezoning currently consists of approximately 93.5 acres located at the <br />southwest corner of the Highway 601 and Flowes Store Road East intersection. <br /> <br />The applicant as required by the zoning ordinance has submitted a site and operations plan. <br /> <br />Area Relationships: <br /> <br />The subject property is currently zoned LDR as is all the property surrounding it. <br /> <br />Approaching the site from the west along Flowes Store Road East, there are open fields and <br />wooded areas. Driving south on Highway 601, there is some residential development on both <br />large and small lots. The area is primarily wooded north of the site until you encounter the <br />Concord Motorsports Park on the left, approximately 0.5 miles from the proposed rezoning. <br /> <br />Discussion of Area Resident's Concerns as Expressed at the Planning and Zoning <br />Commission Hearine on March 19~ 1998: <br /> <br />· ~o Concern # 1: The proposed landfill contradicts the Mi~__rmdArea Plan. <br /> <br />The Midland Area Plan completed in October 1997 recommends that the area from Flowes Store <br />Road East to just north of the Motorsports Park (zoned LI) be viewed as a future employment <br />area focusing on commercial or industrial development. The property being proposed for <br />rezoning is located just south of where the recommended future employment area ends at Flowes <br />Store Road East. The proposal is located across the street from where the Plan recommends the <br />future employment area be located. <br /> <br />Comprehensive plans or local area plans should be used as a guide for land use development. <br />They should not be considered as fixed or concrete, but subject to change in response to <br />unpredictable developments or unforeseen needs of the community. This is especially true when <br />the proposed use is reliant on specific physical characteristics of the property. <br /> <br />Page I of 4 <br /> <br /> <br />
