STAFF ANALYSIS/QUESTIONS FOR CONSIDERATION - PETITION C98-01 (R) <br /> Monday, April 20, 1998 <br /> <br />Although the Midland Area Plan identifies this property as Iow density residential rather than as <br />a future employment area, it is beyond the scope of the plan's abilities to target an area for a <br />specific development such as a C&D landfill or the arrival of the Corning plant. As the growth <br />in the County continues, there will be a rising demand for a place to deposit construction <br />materials. Although this type of facility initiates the "not in my backyard" (NIMBY) effect for <br />an area's residents, it is a facility that can help meet the community needs of the County as a <br />whole and should be located where development is occurring. <br /> <br />Currently, there are two landfills in operation. The County operated one that only focuses on <br />recycling materials and is projected to close in the near future. The other is operated by BFI and <br />accepts most materials. <br /> <br />Questions for consideration relating to Concern #1: <br />la. Although the Midland Area Plan does not specify this property as a future employment <br /> area, it is adjacent to a region proposed as such. Therefore, would it be appropriate to <br /> extend this future employment area across the road to this property? <br />lb. Should the Midland Area Plan be adhered to in an absolute strict sense or does it serve its <br /> intent by acting as a general guide for land use subject to change as needed? <br />lc. If this development should not go here to meet the County's needs, then where? <br />Id. Without planning for the additional landfill needs generated by growth, would the <br /> problem of illegal roadside dumping continue to occur? <br /> <br />Concern #2: <br /> <br />The state of the second_my roads would not support the heavy truck traftTc <br />which wouM be generated by this development. <br /> <br />Access to the site would be offofFlowes Store Road East. A left turn lane would be constructed <br />offof this road at the entrance to minimize truck t~affic impacts, and the petitioners have agreed <br />to improve the road from 60t to the facility entrance. The turn lane would maintain the <br />continuous flow of traffic along Flowes Store Road. <br /> <br />Flowes Store Road East was chosen as the ingress/egress point on the recommendation of Alvin <br />Hough, NCDOT, and because Cabarrus County's thoroughfare plan stresses limiting access <br />points along major highways such as 601. Limiting access points protects the smooth flow of <br />traffic along primary transportation routes. <br /> <br />Based on a track traffic study performed by UNCC, the average daily trips (Al)T) count in 1995 <br />near the proposed site was 5,000 trips per day. Truck traffic as a percentage of this count was <br />approximately 14 percent or 715 trips per day. Providing for a 10°/3 increase in traffic since <br />1995, which is most likely excessive, the previous figures would increase to 5,500 trips per day <br />and 786 trips per day for truck traffic. <br /> <br />According to the Cabarms/South Rowan Thoroughfare Plan, the current traffic capacity of <br />Highway 601 is 12,000 trips per day. The right-of-way for Highway 601 is 100 feet, which <br />should be adequate for future improvements. <br /> <br />Page 2 of 4 <br /> <br /> <br />
