STAFF ANALYSIS/QUESTIONS FOR CONSIDERATION - PETITION C98-01 (R) <br /> Monday, April 20, 1998 <br /> <br />The applicant has projected 30 trips per day for this landfill at opening. A similar facility in <br />Huntersville that has been owned and operated by the applicant for several years generates <br />approximately 90 trips per day. Using the latter figure, truck traffic will not have a major impact <br />on Highway 601 and the road will remain well below capacity. <br />Questions for consideration relating to Concern #2: <br />2a. Is the secondary road system used extensively by truck traffic today, and if so, would an <br /> increase really degrade its condition? <br />2b. Should the applicant be held responsible for the state of the secondary road system <br /> beyond the immediate vicinity of the development? <br />2c. Given the capacity of Highway 601 and its designation as a US highway, is locating a <br /> development of this type appropriate there? <br /> <br />Concern #3: Proposed runoff from the faciBty. <br /> <br />As required by the ordinance, the applicant has submitted a site and operations plan.' Within this <br />doctunent, the applicant has outlined certain stormwater collection and removal facilities such as <br />sediment basins and perimeter ditches that will help divert runoff. <br /> <br />Seeding, fertilizing, and mulching in accordance with the North Carolina Erosion and <br />Sedimentation Control guidelines and the Cabarrus County regulations will be enforced to <br />prevent damage from erosion. <br /> <br />As required by the North Carolina Department of Health and Natural Resources, a groundwater <br />monitoring plan will be implemented to monitor the quality of the groundwater. <br /> <br />The applicant will be required to meet the standards set forth by the state pertaining to erosion <br />control and water quality. <br /> <br />Questions for consideration relating to Concern #3: <br />3a. The applicant will be required to meet all existing local and state standards relating to <br /> surface and groundwater and to sediment and erosion control, are there further standards <br /> or conditions which should be imposed? <br /> <br />Conclusion: <br /> <br />o:o The applicant has submitted the required site and operations plan and has made changes to <br /> clarify items as requested by stafr. <br />· :° There is a need in Cabarms County for a C&D debris landfill and recycling center right now. <br />°:o The proposed location has met the criteria for locating this type of facility as testified to by <br /> the applicant. In addition, the applicant has stated that they have looked for other sites in <br /> Cabarrus County and this site is the most suitable because of topography, soils, etc. <br />· :o The proposed location is off a US highway and in an area that is projected to receive <br /> considerable growth in the future. <br />o:- Besides the Vanderburg Estates development, the surrounding area is primarily scattered <br /> residential, woods, open fields, or agriculture. <br /> <br />Page 3 of 4 <br /> <br /> <br />
