STAFF ANALYSIS/QUESTIONS FOR CONSIDERATION - PETITION C98-01 (R) <br /> Monday, April 20, 1998 <br /> <br />The road system capacity is adequate to handle the traffic that would be generated by this <br />type of development. <br />The Midland Area Plan is a guide and should be viewed as such with the greater good of the <br />community considered when analyzing this type of development. <br />Staff feels this development is appropriate at this time. <br /> <br />Additional Considerations: <br /> <br />A development proposal of this type generates many concerns from the citizens in the <br />community where it is located~ <br /> <br />On one hand, the applicant has stated that this property is ideal for the proposed development. <br />On the other hand, the consensus among the residents in the area around the proposed landfill <br />seems to be outright opposition. Therefore, stafffeels that there may be grounds for compromise <br />between the two groups through mitigating the perceived and/or real impacts of this <br />development. <br /> <br />Some possible conditions that the Board may consider asking the applicant to meet in the attempt <br />to alleviate various concerns could be: <br /> <br />Altering the hours of operation to avoid "rush hour" traffic. <br />Increasing the buffer yard along Highway 601. <br />Positioning the recycling portion of the facility further offofFlowes Store Road East. <br />Adding more landscaping to the entrance. <br /> <br />This issue may be resolved through compromise rather than through an outright approval or <br />denial. <br /> <br />Final Considerations.'. <br /> <br />Whatever decision the Board arrives at, it should adhere to the following standards: <br /> 1. Focus on the facts as presented rather than on emotional pleas; <br />2. The expertise ora person providing specific testimony should be established; ' <br />3. Supporting testimony throughout the hearing should be filtered for the items that are <br /> pertinent to this case; and <br />4.
