March 18, 1998 <br /> <br />Cabarms County Planning and Zoning Commission <br /> <br />Dear Chairperson and Board members: <br /> <br />The local citizens opposing our Construction and Demolition Landfill Project on US 601 <br />and Flowes Store Road East have recently communicated their concerns regarding the <br />landfill negatively impacting property values. <br /> <br />Based on property appraisals and sales adjacent to or in close proximity of our existing <br />Construction and Demolition landfills we believe that our activities have not affected <br />property values. However, we felt that it was important to research propeffy in Cabarn~, <br />County and how property may have been affected by Landfill operations. <br /> <br />During our research, two areas of Cabarrus County' were reviewed to further support our <br />case. The first area researched was the Pitts School Road area south of Hwy 29. Two <br />established residential areas, Morris Glen and Carolando are located across Pitts School <br />Road from the BFFCMS Landfill V Facility. This landfill is approximately 200 aeresin <br />size and accepts mainly household garbage from Cabarms and surrounding counties. <br /> <br />The average property values in Morris Glen range from $160,000 to $230,000 while the <br />Carolando comm ~.unity range from $140,000 to $220,000. During our veiiicular survey <br />performed on 2/19/98 only one (1) house was advertised for sale in Morris Glen and two <br />(2) were listed for sale in Carolando. According to a local, real estate agent, resale of <br />property in this area is minimal. <br /> <br />Based on our review of the Cabarms CoUnty Sales Report and discussions with county <br />personnel, properties in these developments have been appreciating in value' on an <br />average of 5% per year. <br /> <br />The second area of study was Poplar Tent Road just east ofi-85. There are two upscale <br />developments located in this area which are Carriage Downs and Kings Crossing. The <br />homes in Carriage Downs range in price from $230,000 to $380,000 and Kings Crossing <br />homes range from $280,000 to $900,000. Several new custom homes are currently being <br />constructed in Kings Crossing. These subdivisions are located across the road from a <br />gravel pit operated by Ervin Materials and the US Tire Landfill Facility.. The Tire facility <br />accepts old tires from approximately 8 surrounding states for disposal. <br /> <br />Based on the Cabarrus County Sales Report and discussions with county personnel, the <br />above mentioned properties have continued to increase in value on an average of 5-7 <br />percent per year. <br /> <br /> <br />
