6. Work with churches to provide transportation to individuals where <br /> needed. <br />7. Assume routes for other services, such as medicaid transportation, as <br /> well as provide work-related transportation to the degree possible. <br />8. Work with major employers to provide transportation. <br />9. Explore the use of confiscated vehicles. <br /> 10. Explore use of Welfare to Work money for transportation services. <br /> 11. Employ Grant Diverted WFFA chents as drivers. <br /> <br />Presently, the local coordinated transportation system in our county has not <br />been meeting the needs of the Work First participants. They currently do not <br />provide demand/response transportation, which is needed for interviews and <br />emergencies. In addition, they are more expensive than taxis when there is <br />one rider, which in many cases occurs, due to the wide range of employment <br />sites. <br />c. Coordination with Mental Health: We are currently taking steps to <br />work with mental health, especially in the area of dealing with substance <br />abuse, which is present in 29% of the caseload. The Work First social work <br />staffhas received training from the local Mental Health in screening for <br />substance abuse in Work First clients. In compliance with the law, DSS staff <br />will screen and refer to Mental Health for assessment and treai~ent. Failure <br />ora client to comply with a referral will result in a sanction. Presently, we <br />have no agreement with Mental Health, but this is in development. A draft <br />Memorandum of Agreement with Mental Health is currently in review at <br />the Mental Health Clinic. We have met with Mental Health staff on <br />several occasions in regards to substance abuse issues and coordination of <br />services. <br /> <br />Utilization of Public and Private Resources to Assist in Movine <br />Persons and Families to Self Sufficiency: Cabarrus County will use any <br />public and private resources possible to move individuals and families <br />from welfare to self sufficiency. Public resources will involve any agency <br />we are linked to including: <br /> 1. ESC: in order to assist in placing clients into employment. <br /> 2. VR: in order to overcome physical, mental, and/or emotional <br /> barriers to employment. <br /> 3. Mental Health: in order to overcome mental and substance abuse <br /> problems that are barriers to employment. <br /> <br /> <br />
