PLANNING STAFF REPORT TO <br />CABARRUS CO. BOARD OF COMMISSIONERS <br />Monday, May 18, 1998 <br /> <br />The GC district provides locations for large scale commercial <br />operations on major thoroughfares. The level of .commercial <br />activity usually draws clientele regionally as well as from the <br />local neighborhoods. <br /> <br />Conclusion: <br /> <br />The applicant has requested a rezoning of the property to bring it <br />into alignment with the similar zoning classifications of adjacent <br />properties and to make the existing business a conforming use for' <br />possible future expansion. <br /> <br />Considerations in support of the rezoning: <br />1. Approving the rezoning would make the existing business a <br /> conforming use; <br />2. The business is located on a parcel which has frontage on <br /> Highway 49; <br />3. Highway 49 is projected to be expanded in the future and <br /> would be appropriate for commercial use; <br />4. Adjacent properties to the north, east, and west are zoned for <br /> commercial and light industrial; and <br />5. Water and sewer are in the vicinity of the property. <br /> <br />Considerations in opposition to the rezoning: <br />1. Approving the rezoning request would make 'the existing <br /> single family residence a non-conforming use; <br />2. Water and sewer service is not available to this property at <br /> the current time; and <br />3. This request is for a straight rezoning which requires <br /> considering all the potential uses that the GC district would <br /> permit. <br /> <br />The existing mobile home would remain a non-conforming use <br />regardless of whether it was located in the MDR or GC district. <br /> <br />Staff feels that this property should be considered for commercial <br />uses since it has frontage on Highway 49, the existing zoning of <br />adjacent properties is commercial and light industrial, and water <br />and sewer may be extended to the parcel in the future. <br /> <br />However, since this request is for a straight rezoning, all uses <br />permitted in the GC district must be considered. Staff feels that <br />some of the uses allowed would not be appropriate .for this <br />location.
