Planning and Zoning Commission Minutes <br />April 16, 1998 <br /> <br />Page 4 <br /> <br />Mr. Lagano said yes. <br /> <br />There being no further comments, Mr. S'tarnes MOTIONED to approve <br />Petition C98-06(S ), Deer Run - Phase H subdivision plat preliminary <br />with the stipulations that the 50 foot buffer be maintained on both sides <br />of Muddy Creek, the floodway, and the flood fringe area (River/Stream <br />Overlay Zone) be shown on the preliminary plat, seconded by Mr. <br />Ritchie. The vote was 5 to 3, Mr. Starnes, Mr. Ritchie, Mr. Hill, Mr. <br />Hobbs, and Ms. Davis - in favor. Mr. Kiefer, Mr. Moose and Mr. <br />Dwiggins, against. Petition C98-06(S ) approved. <br /> <br />Mr. Dwiggins said to the Chair the next time he is in front of the Board <br />of Commissioners, he would appreciate it if he would ask them to give <br />the Board some very specific instructions on the adequate public <br />facilities. <br /> <br />Mr. Pdchard Koch, Attorney, addressed the Board stating tonight we <br />have two scouts from Boy Scout Troop 3, which is affiliated with First <br />Presbyterian Church in Concord. Bryant Floyd and Peter Bimbo. There <br />are working on their citizenship in the community merit badge. One of <br />the requirements is that they need to attend a meeting of a public board <br />and see how it functions. ~ <br /> <br />The Chair introduced the third item on the Agenda, Zoning Atlas Amendment, Petition <br />C98-06(R ): <br /> <br />Applicant: Angela McDonald/McDonald Construction Company <br />Request: Zoning Atlas Amendment <br /> <br />This was ir request to the Cabarrus County Planning and Zoning <br />Commission from Angela McDonald/McDonald Construction Company <br />to have her property located on the northern side of Highway 49 N and <br />Old Airport Road intersection, rezoned from Medium Density <br />Residential to General Commercial, to bring the property into alignment <br />with similar non-residential zoning classifications of adjacent properties; <br />to bring the existing business into conformity within the GC district for <br />possible future expansion. <br /> <br />Mr. Brad Lagano, Senior Planner, addressed the 'Board presenting <br />Petition C98-06(R ) and staff report, stating this is a straight rezoning <br />request. He said staff has two concerns. First, it is a straight rezoning <br /> <br /> <br />
