Title 10: Chapter 42 <br /> <br />DATE: April 21, 1998 <br /> <br /> Enclosed for your review is a copy ora Resolution adopted by the Lincoln County <br />Board of Commissioners. This Resolution was drafted as a direct result of problems <br />related to monitoring visits to an Adult Care Home located in Lincoln County by our <br />Community Care Advisory Committee. After hearing the concerns addressed by this <br />Advisory. Committee as well as individual visits to this facility by several of our <br />Commissioners. and documentation of monitoring visits conducted by our local <br />Department of Social Services, it became apparent to this Board that there are serious <br />questions concerning the "Rules for Licensing Adult Care Homes, NCAC, Title 10; <br />Chapter 42. As we have seen. using a "minimum standard" for licensing when applied to <br />a building that is substandard results in the residents of these facilities living a sub- <br />standard lifestyle. <br /> <br /> We are sure that this kind of situation is not limited to only Lincoln County. We <br />ask for your support in letting the Division of Facility Se~'ices and the North Carolina <br />Department of Hum~/n Resources as well as the Governor's Office know that it is time for <br />the State of North Carolina to address this very serious issue before there is a catastrophe <br />resulting in serious injury or even death to a resident that is living in a less than adequate <br />environment. <br /> <br />Thank you in advance for your support. <br /> <br />CC: <br /> <br />Board of Commissioners <br />Rick French, County Manager <br />Stan Kiser, Assistant County Manager <br /> <br /> <br />
