S79 <br /> <br /> Board members encouraged the public to participate in the event on April 25. <br /> <br />Approval of Commusitv Based Alternatives Task Force Froqram Recommendations end <br />Authorization for the Chairman to Siqn the Proqram Aqreements on Behalf of <br />Cabarrus County <br /> <br /> Ms. Beverly Parker-Reece, Chairperson of the Community Based Alternatives <br />(CBA) Task Force, reviewed the new Cabarrus County Teen Court and Resolve <br />Program, which will allow first time offenders~of minor misdemeanors to be tried <br />by their peers. The program will be sponsored by the Cabarrus County Mediation <br />Center and will require a local cash match of $7,112.00. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following Community Based <br />Alternatives program agreements and authorized the Chair to sign the appropriate <br />contracts. <br /> <br />(a) Uwharrie Group Home - CBA $6,082.00; Local Match $1,838.00; Total $7,920.00 <br />(b) Temporary Shelter Care - CBA $83,355.00; Local Match $98,373.00; Lutheran <br /> Family Services $27,770.00; Total $209,498.00 <br />(c) Home Based Services - CBA $59,680.00; Local Match $39,529.00; Total <br /> $99,209.00 <br />(d) Psychological Services to Juvenile Court - CMA $61,609.00; Local Match <br /> $18,555.00; Youthful Sex Offender $13,218.00; Total $93,382.00 <br />(e) Juvenile Services Restitution Program - CBA $15,680.00; Local Match <br /> $15,608.00; Total $31,288.00 <br />(f) Teen Court and Resolve Program - CBA $23,706.00; Local Match $7,112.00; <br /> Legislative Teen Court Appropriation $14,330.00; Total $45,148.00 <br /> <br />Kannapolis Request for Extraterritorial Jurisdiction - Public Hearinq - 6:30 p.m. <br />(or as soon thereafter as persons may be heard) <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, introduced the request <br />by the City of Kannapolis to create extraterritorial jurisdiction (ETJ) over an <br />area scheduled for annexation on June 30, 1999. He discussed issues relating to <br />the protection of non-residential areas and the Westside Bypass corridor, <br />continuation of shared city/county services and the scheduled completion of the <br />Unified Development Ordinance. <br /> <br /> Mr. David Hales, Kannapolis City Manager, presented the City's request for <br />the creation of ETJ for Annexation Area I. He stated the granting of ETJ would <br />allow the City to take an active role in planning for the future of the area, <br />including land use regulations~ road construction and maintenance standards and <br />identification of future economic development areas. Further, it would help to <br />avoid confusion or non-conformities resulting from the completion of the Unified <br />Development Ordinance soon after the annexation. If the request for ETJ is <br />denied, Mr. Hales asked the County to include the City in the review of any <br />development proposals for the annexation area that are received during the nex~ <br />14 months. <br /> <br /> Mr. Richard Flows, Kannapolis Planning Administrator, presented maps showing <br />the location of the annexation area and surrounding northeast area. He discussed <br />the City's interest in maintaining and managing growth, its desire to involve the <br />area residents in developing a land use plan and the need to accurately plan for <br />the municipal services that the City will provide to the annexation area. <br /> <br /> At 7:48 P.M., Chairman Casper opened the public hearing on the request by <br />the City of Kannapolis to exercise ETJ in the area known as Annexation Area I. <br />She asked speakers to limit their comments to three minutes or less. <br /> <br /> Mr. Thomas 8arnhardt, resident of the annexation area, opposed the request <br />for ETJ. He stated the City of Kannapolis has nothing to offer the residents in <br />that area and has no plans to provide services to the area. <br /> <br /> Ms. Marilyn Barnhardt, resident of 5800 Wabash Lane ,located within the <br />annexation area, objected to the City's request for ETJ as well as to forced <br />annexation. She opposed any further industrial or commercial zoning in her <br />community and objected to living within the City of Kannapolis. <br /> <br /> Mr. David Austin, annexation area landowner, farmer and land developer of <br />2425 Trinity Church Road, agreed there does need to be good planning when <br />annexing people and land into a city.
