residents need to be considered prior to the County turning zoning over to the <br />City of Kannapolis before the actual annexation date. Mr. Austin suggested that <br />a liaison committee be formed with representatives from Kannapolis Planning and <br />Zoning, the County Planning and Zoning and annexation area residents to consider <br />all land use issues for that specific area. <br /> <br /> Mr. Tom Dayvault, President of the Cabarrus Regional Chamber of commerce, <br />stated one of the goals of the Chamber was to ensure quality development, <br />including residential, industrial and commercial, throughout its service area. <br />He suggested a joint planning effort by the City and the County for all <br />development and building requirements within the annexation area. <br /> <br /> Ms. Dorothy Brock, resident of 5750 Wabash Lane in the annexation area, <br />objected to any additional industrial and commercial property in the Farm Hill <br />community. She expressed concern about the noise and bright lights during the <br />construction of the 1-85 interchange. <br /> <br /> There was no one else present who wished to address the Board, and Chairman <br />Casper closed the public hearing at 7:58 P.M. <br /> <br /> Commissioner Barnhart stated concerns about granting ETJ to any municipality <br />whereby persons do not have the opportunity to vote for those officials who have <br />jurisdiction over their property. He supported the cooperative efforts by the <br />City and County in considering land use for this area. Commissioner Carpenter <br />concurred with Commissioner Barnhart's statements~ and both she and Commissioner <br />Niblock supported the appointment of a joint co~ittee as suggested by Mr. <br />Austin. <br /> <br /> UPON MOTION of chairman Casper, seconded by Commissioner Carpenter with <br />Chairman Casper and Commissioners Carpenter, Barnhart and Niblock voting for, the <br />Board denied the request by the Kannapolis City Council for extraterritorial <br />jurisdiction of Annexation Area ! and agreed to establish a joint committee of <br />the Kannapolis Planning and Zoning Commission and the Cabarrus County Planning <br />and Zoning Commission in order to facilitate a very orderly and smooth transitioa <br />that is in the best interest of the City of Kannapolis and the residents of the <br />annexation area. Approximately 93.5 acres at the <br /> southwest corner of the intersection of Highway 601 and Flowes Store <br /> Road East. Request to rezone from Low Density Residential (LDR} to <br /> General Industrial - Special Use (GI-SU) for construction and <br /> demolition debris landfill and recycling center. <br /> <br /> Mr. Brad Lagano, Senior Planner, presented Petition C98-Ol(R) by Ms. Betty <br />Love Eskridge and Mr. Hardis Hatley, property owners, to rezone the property from <br />Low Density Residential to General Industrial-Special Use. Griffin Brothers, <br />Inc. plans to develop and operate a Construction and Demolition (C&D) Landfill <br />and recycling center on the property as described in the Site Operations Plan <br />submitted to the Board. Mr. Lagano showed the location of the property on the map <br />along with the surrounding area and zoning districts. He outlined the phased <br />development of the project and the proposed buffers surrounding the site. In <br />conclusion, Mr. Lagano advised that the company has discussed the possibility of <br />donating the landfill property to the County at the end of 20 years for <br />development as a park or other purposes. <br /> <br /> Mr. Hartsell and the Clerk affirmed all persons who indicated they wished <br />to address the Board regarding the rezoning request. <br /> <br /> Mr. Ron Gilkerson, Geologist, reviewed the Operations Plan for the proposed <br />Construction and Demolition (C&D) Landfill and Recycling Center. Fifty (50) acres <br />of the approximately 94.5 acres of land will be developed as the C&D Landfill in <br />four phases of five years each. There will be 200-foot wooded buffers on the <br />north, west and south property lines, a 300-foot wooded buffer along Highway 601 <br />and a 500-foot buffer from existing residences and existing water supply wells. <br /> <br /> <br />
