She began he4' career in 1964 in Rowan County, and <br />c~e to work at the Cabarrus County Department of Social Services m <br />October, 1972. <br /> <br />Mrs. Harrelson's focus over the years has been services to older and disabled <br />adults. She is recogniTed here m our commlli~ and at the state level too, as <br />an expert in in-home services, adult care facilities, protective sen~ices, and <br />guardianship. She is Program Manager of our Department's Adult Services <br />Division. <br /> <br />We have m Cabarrus County, the Rnest, sirong~'t program of services to <br />adults to be found in North Carolina. Mrs. Harrelson has been a leader in <br />bringing this about. One central accomplishmem has been the development <br />of Otlr Cotmty's Comm~mlty Alternatives Program. Our CAP Program now <br />serves over 300 elderly and disabled adults annually, allowing them to remain <br />in their homes, and not have to go into nursing homes. Mrs. Harrelson has <br />managed this program since its inception. She and I have said that 20 years <br />ago, we had no idea that we would be able to offer a service like this to so <br />many older and disabled adults. <br /> <br />Mrs. Harrelson has been a highly effective manager in every respect. She has <br />done an excellent job of teaching and developing the people who report to <br />her. She has also been a real innovator. Fairly late in her career, she <br />embraced computers and has done a remarkable job of automating processes <br />in her Division. <br /> <br />She is highly respected by those who work with her. She was selected our <br />Employee of the Year in 1992. <br /> <br />Ms. Harrelson is active in the community as a member of Trinity Church of <br />Christ, a disaster shelter m~nager, a L.I.F.E. Centers Board member, and a <br />member of thc Home and Community Care Block Grant Advisory <br />Committee. <br /> <br />She will be sorely missed. <br /> <br /> <br />
