Recognition of Retiring Employee <br /> <br />Department: IS Programming <br />Employee: Win Springs <br />Position: Analyst / Programmer II <br />Employment: 5/8/89- 5/29/98 <br /> <br />Win Springs joined the IS Programming staff in 1989, having come from a background <br />in computer programming that began in 1967. Win has witnessed the evolution of the <br />computer from room size to microchip, the birth of the Internet, computer viruses, <br />firewalls, and a host of new programming languages. <br /> <br />He has eagerly accepted the challenges of the changing programming environment, <br />adding new skill sets as necessary. During his nine years with IS, Win gained experience <br />by writing applications for alt departments in the Governmental Center, with an emphasis <br />in Ambulance Billing, Voter Registration, Register of Deeds, Human Resources and <br />Finance. <br /> <br />Win was instrumental in convening our Veteran Claims and Voter Registration Systems <br />to a relational database. Win has completed numerous upgrades to the Voter Registration <br />System, including automatic precincting, and four additional systems for tracking <br />absentee voters, felons, address changes and notices. <br /> <br />Win has created our Birth, Death and Military Discharge databases for the Register of <br />Deeds as well as electronic ambulance billing programs for Medicare, Medicaid and <br />insurance. <br /> <br />With his unending patience, winning smile and friendly manner, Win has easily fulfilled <br />the role of user trainer, successfully helping the most PC phobic person through their <br />anxieties. <br /> <br />Thank you for your years of dedicated service to Cabarrus County Government.
