The Retirement of <br /> Terry Rowland <br />Cabarrus County Tax Administrator <br /> <br />Effective date of retirement- 5/30/98 <br /> <br />Terry Rowland graduated from A L Brown High School in 1962 and attended the <br />University of North Carolina at Chapel Hill. <br /> <br />Terry is married to Karen Rowland and they have two grown children, Klm and Derek. <br />He is also the grandfather of two girls, Lindsey and Cassie. <br /> <br />Terry began his career with Cabarms County on June 14, 1971 as Tax Supervisor for <br />Cabarms County. At that time the Tax Supervisor's Office had eleven employees. Terry's <br />title and responsibilities have changed since that time, as he is now Tax Administrator <br />and responsible for the County Assessor, Land Records, Revaluation and Tax Collection <br />offices and has thirty seven employees. Back when Terry began with Cabarrus County <br />the assessed value was $650 M compared to now at $7. I B. <br /> <br />Terry has truly been a career survivor considering that he is in an appointed position. <br />Terry has worked for six different County Managers and thirteen different Boards of <br />Commissioners. During his twenty seven-year tenure with the department Terry has seen <br />his office advance greatly with technological changes. Every phase of tax listing and <br />collection has changed. We now do in-house revaluation of property; and have a fully <br />integrated GIS System within the Land Records Division. We also conduct audits of <br />personal property. Under Terry's leadership, his department has become respected and <br />praised by the North Carolina State Department of Revenue, Institute of Government and <br />his other county peers. Terry has encouraged his staff to advance professionally and they <br />have responded by becoming state certified in every possible area. Terry has served as <br />President of the North Carolina Association of Assessing Officers in 1988/89 and was <br />named by his peers as North Carolina Assessor of the Year in 1989. Terry also served as <br />President of North Carolina Tax Collectors Association in 1996/97. Terry has become <br />one of my closest friends and I will miss him greatly, as will his loyal and dedicated staff. <br /> <br />We wish him the very best with his new career, as I have no doubt of his future <br />successes. <br /> <br /> <br />
