I CASARRUS C§UN~ J <br /> <br />To: Cabarrus County Board of Commissioners <br /> <br />From?°~on Moorhead, Human Resources Director <br /> <br />Date: May 13, 1998 <br /> <br />Subject: Employee Health Insurance Renewal for FY 98-99 <br /> <br />After three years of relatively staple health insurance costs, we are faced <br />with sizable increases in our employee and dependent rates. With two years <br />of guaranteed rates ending on June 30, 1998, Prudential Healthcare has <br />quoted rates for FY 98-99 that are 22% higher than those currently in effect. <br /> <br />This led us jointly, with Concord and Kannapolis, to again request bids for <br />health insurance. After evaluating the responding companies proposals, it is <br />recommended that the County continue to contract with Prudential <br />Healthcare for HMO and Point of Service insurance, and add as an option an <br />HMO program from the Wellness Company. The costs for these choices are <br />on the attached 8-year history of our rates. <br /> <br />The increases in rates evidently are a result of: <br /> <br />a resurgent medical inflation trend well above the Consumer <br />Price Index <br /> <br />a high utilization rate of health benefits by county employees <br />and their dependents <br /> <br />higher provider charges in Cabarrus County than in neighboring <br />counties <br /> <br />- artificially low rates for the last two years (Prudential was overly <br /> optimistic when setting our premiums) <br /> <br /> Human Resources Department <br /> <br />P.
