All major options, including self-insurance and a proposal from the Cabarrus
Managed Care Organization, were considered before recommending the
Prudential and Wellness Programs.

The Wellness HMO option has somewhat richer benefits and lower rates for
dependent coverage. With a majority of the providers based in Mecklenburg
County, this program may be particularly attractive to employees living
there or in western Cabarrus County.

The dual insurance offering will allow employees the choice of continuity of
health care (Prudential) or the option of a program with a different provider
network and enhanced benefits (Wellness). While both programs will have
significantly higher costs than what is now paid, they are reasonably priced
for the current market in health insurance. These renewal rates will increase
the cost of providing county paid employee health insurance by $214,000
per year, for a total of $1,192,000. Funding has been included in the
FY 98~99 budget.
