Hough, District Engineer with the North Carolina Department of <br />Transportation, explained that the State could not arbitrarily skip roads on its <br />paving priority list. However, he stated the Board of Commissioners may hold a <br />public hearing and pass a resolution requesting that the Board of Transportation <br />not pave the road. The resolution, which must include a reason that the road <br />should not be paved, is then submitted to the Board of Transportation for <br />consideration and final approval. Mr. Hough further advised that the State has <br />the necessary rights of way for the road. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Carpenter with <br />Commissioners Mills, Carpenter and Barnhart voting for and Chairman Casper and <br />Commission Nlblock voting against, the Board set a public hearing on June 15, <br />1998 at 6:30 P.M. (or as soon thereafter as persons may be heard) to consider the <br />request that Edgefield Road not be paved. <br /> <br />Zoning Atlas Amendment Petition C98-06(R) by McDonald Construction <br />Company/Angela McDonald to Rezone Property at the Highway 49 N/Old Atrnort Road <br />Intersection from Medi%un Density Residential to General Commercial - Public <br />Hearing - 6:30 P.M. <br /> <br /> Mr. Brad Lagano, Senior Planner, presented Petition C98-06(R) by McDonald <br />Construction Company and Angela McDonald to rezone approximately 9.08 acres <br />(PIN's 5559-29-3296 and 5559-29-8079) at the intersection of Highway 49 North and <br />Old Airport Road from Medium Density Residential to General Commercial. He <br />stated the purpose of the rezoning was to bring the property into alignment with <br />similar non-residential zoning classifications of adjacent properties and to <br />bring the existing business into conformity within the General Commercial <br />district for possible future expansion. However, he pointed out the approval of <br />the rezoning would make the existing single family residence a non-conforming <br />use. Mr. Lagano reported that staff recommended the denial of Petigion C98-06(R) <br />as submitted but would support a rezoning request to a General Commercial-Special <br />Use. The Planning and Zoning Commission voted 5~3 on April 16, 1998 to approve <br />Petition C98-06(R) as submitted. <br /> <br /> Chairman Casper opened the public hearing on Petition C98-06(R) at 8:40 P.M. <br /> <br /> Mr. Sam Davis, Attorney representing the peti~ioners, spoke in support of <br />the rezoning. ~e stated the property was originally zoned I-X; however, at some <br />point it was rezoned to medium density residential which made the business <br />nonconforming. According to Mr. Davis, the petitioners have requested the <br />General Commercial zoning in order to operate both the feed and seed store and <br />the contractor's storage yard which are currently located on the property. He <br />pointed out that the residence on the property is owned by the McDonald's. <br /> <br /> There was no one else who wished to address the Board, and Chairman Casper <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Nihlock, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved Petition C98-06(R) by McDonald <br />Construction Company/An~ela McDonald to rezone approximately 9.08 acres (PIN <br />5559-29-3296 and 5559-29-8079) at the intersection of Highway 49 North and Old <br />Airport Road from Medium Density Residential to General Commercial. <br /> <br />Submission of Schedules of Values, Standards and Rules for the 1999 Revaluation <br />- Mr. Terry Rowland <br /> <br /> Mr. Terry Rowland, Tax Administrator, submitted the proposed uniform <br />schedules of values, standards, and rules for the 1999 Revaluation in Cabarrus <br />County. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Nlblock and <br />unanimously carried, the Board set a public hearing on June 4, 1998 at 6:00 P.M. <br />to consider the proposed uniform schedules of values, standards and rules for the <br />1999 Revaluation and directed that notice of the hearing be advertised in THE <br />INDEPENDENT TRIBUNE and THE CHARLOTTE OBSERVER (Cabarrus Neighbors). <br /> <br />Proposal to Purchase County-Owned Land Adjacent to Lake Co.cot4 <br /> <br /> The Board reviewed the proposal from Inland Development Company of Charlotte <br />to purchase approximately 170 acres of County owned land in the area of Lake <br />Concord for $1.1 million, It was a cash offer with the proceeds to be paid at <br />closing. <br /> <br /> <br />
