Planning and Zoning Commission Minutes
lun¢ 18. 1998

Page 4

of copies required to be submitted for preliminary plats. This change is
to provide more time for staff and other agencies to review the proposal,
particularly pertaining to the adequate public facilities review, and to
procure enough copies to distribute to each member of the review t~am.

Mr. Brad Lagano, Senior Planner, addressed the Board presenting
Petition C98-03(S) and staff report stating, the current code requires
developers to submit four copies initially of a subdivision proposal 21
days in advance of the planning and zoning commission meeting. Staff
is requesting that that text be changed to require the developer to submit
15 copies of the preliminary plat, which is essentially one for each
member of the review committee that we are putting together. The
submission deadline will be the planning and zoning commission's
current regular monthly meeting date in order for an item to be heard at
the following month's planning and zoning commission meeting. Staff
recommends that this petition be recommended for approval to the Board
of Commissioners.

There being no further comments, Mr. Kiefer MOTIONED, seconded
by Mr. Drye to approve Petition C98-03(S). The vote was unanimous.

The Chair introduced the third item on the Agenda, Zoning Text Amendment, Petition
C98-04(T):

Applicant: Planning Services Staff
Request: Zoning Text Amendment

This was a request to the Cabarms County Planning and Zoning
Commission from the Cabarrus County Planning Services Division to
amend the Cabarrus County Zoning Ordinance (Section 13-12 (Step 3)),
by changing the submission deadline for filing rezoning petitions. This
change is to make the submission deadline for filing rezoning petitions
consistent with that of preliminary plats.

Mr. Brad Lagano, Senior Planner, addressed the Board presenting
Petition C-98-04(T) and staff report stating the current regulations gives
us 30 days to review rezoning petitions, that is enough time. However,
it would just be easier if we had the rezoning submission deadline the
same as the preliminary plats, which will be the planning and zoning
commission meetings for each month. Staff recommends-that this
petition be recommended for approval to the Board of Commissioners.
