BOARD OF COMMISSIONERS <br />Monday, July 13, 1998 <br /> <br />Staff Usc Only: <br /> AT~roved: <br /> <br /> Denied: <br /> <br />Petition: <br /> <br />C98-03 (T) (Text Amendment) <br /> <br />Applicant Information: Cabarrus County Planning Services Division <br /> <br />Requested Amendment: <br /> <br />Amend the Cabarrus County Subdivision Ordinance (Article II, <br />Section 66-39(A)), by changing the submission deadline and the <br />number of copies required to be submitted for preliminary plats. <br /> <br />Purpose: <br /> <br />To provide more time for staff' and other agencies to review the <br />proposal, particularly pertaining to the adequate public facilities <br />review, and to procure enough copies to distribute to each member of <br />the review team. <br /> <br />Exhibits: <br /> <br />1. Existing text for Section 66-39(A). <br />2. Proposed text amendments to Section 66-39(A). <br /> <br />Code Considerations: <br /> <br />The current regulations require a developer to submit four (4) copies <br />of a subdivision proposal at least 21 days in advance of the Planning <br />and Zoning Commission's meeting. <br /> <br />The recommended text amendments would require the developer to <br />submit 15 copies of the preliminary plat (one for each member of the <br />development review committee) by the Planning and Zoning <br />Commission's current regular monthly meeting date in order for an <br />item to be heard at the following month's Planning and Zoning <br />Commission meeting. <br /> <br />Conclusion: <br /> <br />The County's rapid pace of development has spurred a large increase <br />in the number of subdivision proposals being submitted for approval. <br />As a result, there are a rising number of concerns regarding adequate <br />public facilities that staff has been directed to address in its review. <br />Staff feels that having additional time to review these proposals <br />would provide a more informed recommendation. <br /> <br />Staff Recommendation: It is therefore the recommendation of planning staff that petition <br /> C98-03 (T) be APPROVED. <br /> <br />PZC Recommendation: On Thursday, June 18, 1998, the Cabarrus County Planning and <br /> Zoning Commission voted 8-0 to APPROVE petition C98-03 (T). <br /> <br />Subraission Deadline for Preliminary Plats Text .'Mnendmem <br /> <br /> <br />
