PLANNING STAFF REPORT TO
CABARRUS CO. BOARD OF COMMISSIONERS
Monday, July 13, 1998

Staff Usc Only:
AT~roved:

Denied:

Petition:

C98-03 (T) (Text Amendment)

Applicant Information: Cabarrus County Planning Services Division

Requested Amendment:

Amend the Cabarrus County Subdivision Ordinance (Article II,
Section 66-39(A)), by changing the submission deadline and the
number of copies required to be submitted for preliminary plats.

Purpose:

To provide more time for staff' and other agencies to review the
proposal, particularly pertaining to the adequate public facilities
review, and to procure enough copies to distribute to each member of
the review team.

Exhibits:

1. Existing text for Section 66-39(A).
2. Proposed text amendments to Section 66-39(A).

Code Considerations:

The current regulations require a developer to submit four (4) copies
of a subdivision proposal at least 21 days in advance of the Planning
and Zoning Commission's meeting.

The recommended text amendments would require the developer to
submit 15 copies of the preliminary plat (one for each member of the
development review committee) by the Planning and Zoning
Commission's current regular monthly meeting date in order for an
item to be heard at the following month's Planning and Zoning
Commission meeting.

Conclusion:

The County's rapid pace of development has spurred a large increase
in the number of subdivision proposals being submitted for approval.
As a result, there are a rising number of concerns regarding adequate
public facilities that staff has been directed to address in its review.
Staff feels that having additional time to review these proposals
would provide a more informed recommendation.

Staff Recommendation: It is therefore the recommendation of planning staff that petition
C98-03 (T) be APPROVED.

PZC Recommendation: On Thursday, June 18, 1998, the Cabarrus County Planning and
Zoning Commission voted 8-0 to APPROVE petition C98-03 (T).

Subraission Deadline for Preliminary Plats Text .'Mnendmem
