GIS Public Access
Using Extranet Technology
Cabarrus County

When a parcel is selected on the GIS public access system the following information is
displayed in a table below the graphical map:

Owner, Address, Zip Code, Municipality, Real ID, Parcel Number,
Tax Map, Deed Book and Page, Legal Description, Deeded
Acreage, Front Footage, Sale Month/Year/Price, Total Value,
Land Value, Building Value, Year Built, Elementary School
District, High School District, Township, Voting Precinct, Fire
District, Census Tract, Flood Zone, Soil Type, Zoning

Only a few changes have been made since Cabarrus County implemented the GIS public
access application in June 1997. Initially the application was quite slow, it took up to two
minutes to display a map with text. The application ran beautifully when we removed the
graphical map text. Our users immediately complained that the application was useless
without text. They preferred the application slow with text. ESRI consultants came in
and resolved our speed issue. We now have an acceptable response time with text
displayed on the map. In response to user comments we have also added additional
information for each parcel. The county GIS staff now provides in-house updates and
enhancements to the application code and data structure.

The GIS public access application is used internally by citizens at public access stations
located in the Land Records depaxhnents. GIS public access is also used internally by the
Tax, Land Records, Revaluation, Board of Elections, Planning, Building Inspections,
Zoning, and GIS using workstations located on their desktops. Our external Interact users
include; Economic Development, local municipalities, real estate agents, developers,
utility companies, Water and Sewer Authority, citizens, and of course, web-surfers.
