GIS Public Access
Using Extranet Technology

Cabarrus County
North Carolina

6. Worthiness of an Award

The implementation of GIS public access using Extranet technology

Saved over $29,000.00 budgeted for GIS Public Access
Produced a 75 percent drop in requests for 8 ½ by 11 parcel maps
· Created a service available to citizens 7 days a week, 24 hours a day
· Extended GIS access to all county government desktops

Previously parcel maps were only available Monday through Friday between 8:00 AM -
5:00 PM. Citizens had to travel to the governmental center to request a map. County
employees were forced to use their production time and workstations to fill map requests.
Map requests became so popular the Land Records department restricted the time of day
that they could accept and fill the requests. Often our citizens had to make a second trip
to the Governmental Center to pick up their map.

Using GIS public access terminals located in the Land Records citizens now create and
print maps any time during business hours. Extranet technology makes it possible for
Cabarrus County's Internet enabled citizens to access this information at their
convenience, 24 hours a day, 7 days a week.

Cabarrus County is one of the first counties in the United States to offer access to its
parcel maps and data over the Internet using ESRI's Map Objects and Internet Map
Server software. The GIS staff has been contacted by more than twenty different
counties, agencies and businesses for information on how to set up a system like our GIS
public access. These requests come from North Carolina, Washington, Tennessee,
Florida, Georgia, and Canada. We proudly respond to each inquiry. We have proven
that GIS Public Access using Extranet technology is an innovative, cost effective way to
share information within our organization, with our citizens and beyond.

Debbie Brannan
IS Systems Manager
Cabarrus County, North Carolina
65 Church Street SE
Concord, NC 28025

Phone 704.788.8154
Fax704.788.8146
Emaildabrannan~co.cabarms.nc.us

WWW.
