MEMORANDUM

TO:

FROM:

DATE:

SUBJECT:

Frank W. Clifton, Jr./County Manager

Mike Byrd/Planning Services q'"~---~

August 12, 1998

Declaring County minvan surplus/sale of vehicle

The attached letter from Mr. Walter LeRoy, Executive Director, Cabarrus Workshop,
Incorporated, requests their facility receive a minivan from the County that we propose to
surplus.

General Statute 160A-279 (a) states "Whenever a city or county is authorized to
appropriate funds to any public or private entity which carries out to a public purpose, the
city or county may, in lieu of or in addition to the appropriation of funds convey by
private sale to such an entity any real or personal property which it owns .... ". This
would allow the County to sell a vehicle to the Workshop for $1.00.

The County has a 1994 Dodge minivan with in excess of 163,000 miles on it (VIN
1B4GH44R4RX117279). The County received a ne~v replacement van for this vehicle
last month. I would recommend the Commissioners sell this vehicle to the Workshop.

I have discussed this transaction with NCDOT, as they hold a lien on the vehicle. They
have approved the transaction in principle, and will complete the necessary paperwork
after receiving proof the Commissioners approved the sale.

If you have any questions, please let me know.

Planning Services Division
