Day, Budget Director <br /> <br />Re: <br /> <br />Fleet Maintenance Facility - ODA 1088 <br /> <br />Dear John: <br /> <br />As you kno~v, the bids for the construction of the fleet maintenance facility were received <br />and opened on July 16, 1998. Southern Constructors Incorporated of Mooresville, N.C. <br />submitted the lo,vest bid of $435,900.00. The three bid alternates add another S8,800.00 for <br />a total project bid cost of $444,700.00. This cost provides the county ~vith a new facility. <br /> <br />Overcash-Demmitt Architects prepared a "Preliminary Statement of Probable Construction <br />Cost" in the fall of 1997 as part of the future land use options at the General Service Facility. <br />The estimated cost for the relocation of the maintenance building was listed as S250,000.00. <br />This number was proposed based on the complete relocation of the entire existing structure <br />with its plumbing, mechanical and electrical contents intact and the existing metal wash bay. <br />I had also indicated at that time that an entirely new facility would cost approx. S500,000.00. <br /> <br />No detailed research was done at that time as to what service equipment might need to be <br />replaced or added to the future fleet maintenance facility. Nor was a predesign meeting held <br />to determine what changes might occur with the facility use. A new geotechnical foundation <br />investigation for that area was not done until January of this year to test the soil capacity. <br />At that early time, everyone involved indicated that only a simple relocation was necessary. <br /> <br />When the project began to take shape this spring, the detailed research xvas done in order to <br />develop the bid documents for the project. The following items changed as ~ve progressed: <br /> <br />1. The sanitary sewer for the building could not be run into the nearest manhole structure. <br /> The final elevation of the building is equal to the nearest pipe invert which is too high. <br /> Therefore, the sewer line must travel a longer distance to a lower pipe invert structure. <br />2. One of the existing coiling doors needed to be replaced and front windows were added. <br />3. Since the mezzanine space was being eliminated, the orientation of the existing plan was <br /> switched to better accommodate the daily functions of the mechanics. The existing wash <br /> bay was to be converted into a ne~v office space, but the existing wash bay shed roof was <br /> <br /> <br />
