We feel that we can negotiate the installation costs down to a maximum of <br />$12,000.00 for the Cabarrus County share if we request just the set up and testing <br />of the equipment at Motorola and shipment to us and have our technicians install <br />the equipment, provide maintenance and manage the completion of this project. <br />This would further eliminate the need for the second two costs listed above. <br /> <br />This would bring the Cabarrus County portion of the cost down to $12,000 for the <br />total of the three items and save $172,657 in the first year. <br /> <br />The most equitable plan for the sharing of the costs between the three participating <br />agencies is to cost it out based on equipment to be installed and maintained. <br /> <br />This has been calculated at 39% for Cabarrus County, 40% for Concord and 21% for <br />Kannapolis. Included in the Cabarrus County percentage of 800 equipment are all the <br />mobiles and portables that have been purchased including the volunteer fire department <br />units on the 800 system. (See Attached Sheet for breakdown of number of units). We <br />could devise some ~neans of recouping the maintenance costs for agencies that are on the <br />system and not part of county govermnent. <br /> <br />Chris Linker, Concord's director of communications, is a certified Motorola Technician <br />and has one installer on his staff. It is proposed that 80% of their current salaries and <br />budgets be included in the cost sharing plan as well as the salaries, etc. for a new <br />Motorola certified Technician be included and the costs be divided between the three <br />agencies on their percentage of equipment. (See cost breakdown attached). <br /> <br />This would result in Cabarrus Counties share being $62,400. This cost would provide <br />installation of the new equipment, upkeep of the new equipment and maintenance on all <br />mobiles, portables, fixed site transmitters and equipment and installations of new or <br />transferred mobile radios as vehicles are replaced in the fleets. This cost would cover all <br />county departments, and other agencies associated with the county that have mobile and <br />portable radios. <br /> <br />Our new portable and mobile radios have 3 year warranties and we do not have a valid <br />estimate of the cost of maintenance contracts on that equipment after the warranty runs <br />out. <br /> <br />On our old equipment we were paying a contract of $24,000 per year and usually spent <br />around $32, 000 per year in overall equipment maintenance and repair for all the <br />equipment assigned to the Sheriff's Dept. Other departments had to provide for their <br />own maintenance. <br /> <br />I feel that we should seriously consider this plan because it will save all three <br />governmental agencies money immediately and over the long run. <br /> <br /> <br />
