Mr. Jonathan Marshall
October 9, 1998
Page 2

Thomas Construction Co. is the low bidder if the Base Bid and all the Alternates are
chosen at a price of $334,743.43.

There are other costs associated with this project. These costs are for work to be
performed by the City of Concord Electrical Department for relocation of street lights
along Corban Avenue, the relocation of the vents for the underground electrical vault
near the intersection of Corban Ave. and McCathern Blvd. and the installation of Street
Scape Lighting for the parking lot. There are also cost incurred by NCDOT for the
installation of pedestrian crossing signals at the intersection of Corban Avenue and
Church Street.

The following is the estimated total cost of the project if it is to be awarded to Thomas
Construction Co:

Thomas Construction Co.
City of Concord (Electrical)
NCDOT (Pedestrian Crossing)

Total Cost

$334,743.43
46,000.00
10,000.00

$390,743.43

Based on the final construction plans, the following was our opinion of probable
construction costs for the project:

Parking Facility
Lighting (By City of
Irrigation Plan

Concord)

Sub-total

Corban Avenue widening
Relocation of Street Lighting
and electrical
Sub-total

Total

$170,000.00
26,000.00
10,000.00

$206,000.00
22,000..00

20,000.00
$ 42,000.00

$248,000.00

We have reviewed the Bids and found all to be in order. However, sense the project is
approximately $143,000.00 over our estimate, and over the amount budgeted for this
project, it is our recommendation that the project not be awarded and all bids rejected.

alley, williams, carmen & king, inc.
