Day, Deputy County Manager~ <br />Date: October 14, 1998 <br />Re: Follow-up and Recommendations on Information Technology Services <br /> Department Staffing Issues <br /> <br />At the Board meeting of September 21"t a new Systems Programmer position <br />was approved to help address the staffing needs in the ITS-Systems Division. <br />During the discussion it was noted that two staff members there had recently <br />resigned to accept new jobs for significantly higher salaries. <br /> <br />I was asked to investigate the situation further and return with recommendations <br />on how to avert the loss of additional staff members and to ensure staffing levels <br />are adequate. (Note: Just this week another ITS-Systems staff member was <br />offered a job with a consulting firm at a very substantial increase in salary - the <br />employee has not yet made a decision on whether to leave) <br /> <br />I have worked with the County Manager, the Human Resources Director and the <br />ITS staff to develop the following recommendations: <br /> <br />Recommendation #t <br />Out-source maintenance and operation of the mainframe for the remaining nine <br />to ten months it will be functioning. <br /> <br />Reasoning: The skills required to operate and maintain the mainframe are very <br />specific and the market is very tight. Remaining staff cannot continue to cover <br />the work performed by one and one-half full time equivalent positions that are <br />vacant. And it seems unwise to train new employees to do a job that will not <br />exist ten months from now. <br /> <br />Cost: To date, two proposals have been received. One offers a turn-key <br />solution for a fee of $42,950 per month. Included are four and one-half full time <br />equivalent positions.
