2 <br /> <br />Reasoning: Network administration must be performed if employees in other <br />county departments are to do their jobs. Remaining staff cannot continue to <br />cover the work performed by one and one-half full time equivalent positions that <br />are vacant. <br /> <br />Cost: Proposals have yet to be received for this work. However, it is estimated <br />that one full time person can be provided by a consulting firm for $10,500 per <br />month. <br /> <br />Recommendation #3 <br />Hire a consulting firm to review and make recommendations on the following <br /> <br />issues: <br /> a. <br /> b. <br /> C, <br /> d. <br /> <br />Organizational structure/strategies <br />Staffing levels (including out-sourcing) <br />Pay structures <br />Employee retention <br /> <br />Reasoning: The current market and our transition from the mainframe to a <br />clientJservednetwork environment have wreaked havoc on our ITS shop. Since <br />mid-August we have received only 12 applications for the systems programmer <br />positions. We need professional assistance in addressing the four issues <br />above; not just to meet our immediate needs but to ensure we are properly <br />positioned for the next three to five years. <br /> <br />Cost: I have received one proposal from a national consulting/accounting firm to <br />perform such a study (with a somewhat broader scope) for an estimated cost of <br />$38,500. I expect to receive a proposal from another firm later this week. I think <br />we can have an adequate study performed for $25,000. <br /> <br />Recommendation #4 <br />Increase salaries of employees in IT positions 10% across the board as an <br />interim measure while the consultant is studying pay and retention issues. <br /> <br />Reasoning: Preliminary research indicates our IT salaries and ranges are Iow. <br />We've lost two long-term employees because of it. We cannot afford to lose any <br />more employees. The work of the ITS Department must be done in order for <br />other departments to do theirs. Without staff we must hire temporary employees <br />and consultants, which cost about four times as much. <br /> <br />Cost: About $5,400 per month. <br /> <br />I hope you will consider each of these recommendations and authorize their <br />implementation.
