Insurance and financing for the first responder program. <br />The sponsor fire department, a first responder agency shall secure and <br />maintain insurance for all activities conducted pursuant to this program in a <br />minimum liability/indemnity amount satisfactory to the county and shall hold <br />the county harmless from any and all liability, damages or claims, including <br />attorney's fees, that might be asserted or suffered by the county as a result <br />of any act or omission of any of such respective department's officers, <br />employees, agents or representatives arising out of services performed <br />pursuant to this program. In this regard, on its certificate of insurance <br />provided to the emergency medical services department, a sponsoring fire <br />department shall indicate that its first responders are covered and that the <br />county bears no responsibility for the actions of the respective sponsoring <br />department. <br /> <br />Sec. 26-64. Charges. <br />There will be no charge for services of a county first responder agency or <br />for first responder individuals acting as first responders. Donations may be <br />accepted. <br /> <br />Sec. 26-65. County first responder advisory board. <br />(a) The first responder advisory board will consist of the following members: <br /> {1) President or designee of the county firefighters' association <br /> (2) Fire chief or designee of each approved first responder agency. <br /> (3) Advisory physician and/or emergency department nurse liaison. <br /> (4),Coordinator or designee of the county emergency management. <br /> (5) Chief or designee of county rescue squad. <br /> (6) A representative of the county board of commissioners or their <br /> designee. <br />(7) Director or designee of county emergency medical services. <br />(8) President or designee of the fire chiefs' association. <br />(9) Sheriff of the county or his designee. <br />(b) Each organization represented on the advisory board shall have one vote. <br />All voting members will be verified prior to voting. <br /> <br />Sec. 26-66. Operational standards for the county first responder advisory <br />board. <br />(a) The board will meet bi-annually, on the fourth Thursday of March and <br />September. A 72-hour written notice will be given with time and location <br />noted. <br />(b) The board will address grievances as described in section 26-60. <br />(c) The board will evaluate all requests for changes, deletions or additions <br />to first responder program or this article and make recommendations to the <br />board of county commissioners. <br />(d) The board will provide audit and review for the first responder program. <br /> <br />Sec. 26-67. Radio communications. <br />Dispatch of first responders and necessary communications will be as follows: <br />(1) 0nly the dispatch will be on the county fire frequency~ <br />(2) All communications by first responder will be on the ambulance frequency <br />so that the responding ambulance crew will receive all information without <br />the need for an information relay and all non-relevant communications will be <br />kept off the fire frequency. These communications should be limited to the <br />first responder checking en route (10-17) and arrival (10-23), plus any <br />critical medical information. <br /> <br />Sec. 26-68. Advanced life support care. <br />All first responder organizations that wish to function as an expansion of <br />the county emergency medical service's (EMT) advanced life support (ALS) <br />program must meet the following guidelines: <br />(1) The expansion package will be done through the county department of <br />emergency medical services. <br />(2) First responder organizations must participate in the county department <br />of emergency medical services audit and review. <br />(3) Ail ALS call sheets must be forwarded to the county emergency medical <br />services assistant director on a monthly basis. <br />(4) All training for ALS certification and re-certification will be provided <br />by the county emergency medical services department and will follow county <br />emergency medical services guidelines. <br />(5) Names, certifications, and training records of first responder members at <br />the ALS level will be on file with and approved by county emergency medical <br />services department. <br /> <br />Approved this the 21"t day of September, 1998. <br /> <br /> <br />
